A governorate is an administrative division of a state. It is headed by a governor. As English-speaking nations tend to call regions administered by governors either State (administrative division), states or province, provinces, the term ''governorate'' is often used in translation from non-English-speaking administrations. The most common usage are as a translation of Persian language, Persian "Farmandari" or the Arabic language, Arabic ''Muhafazah''. It may also refer to the ''guberniya'' and ''Governor-General, general-gubernatorstvo'' of Russian Empire, Imperial Russia or the ''Governorates of the Spanish Empire, gobiernos'' of Spanish Empire, Imperial Spain. Governorates Of Iraq
Iraq consists of 19 governorates ( ar, محافظة, muḥāfażah; ckb, پارێزگا , parêzgeh), also known as "provinces". Per the Iraqi constitution, governorates can form an autonomous region. Four governorates, Erbil, Sulaymaniyah, Duhok, and Halabja, constitute the autonomous Kurdistan Region. Baghdad (which is the most populous) and Basra are the oldest standing provinces of Iraq. The second most-populous province, Ninawa (also called Nineveh) is in the upland and quite cool climate of the north-west. Through early 2014, the Council of Ministers of the government of Iraq approved proposals to add the three newest governorates: *Tal Afar, from part of Ninawa Governorate *Tuz Khurmatu, from part of Saladin Governorate *Halabja from part of the Sulaymaniyah Governorate. A governorate, gubernia, province, or government ( rus, губе́рния, p=ɡʊˈbʲɛrnʲɪjə, also romanized ; uk, губернія, huberniia), was a major and principal administrative subdivision of the Russian Empire. The modern administrative-territorial structure of Russia is a system of territorial organization which is a product of a centuries-long evolution and reforms. A wilayah ( ar, وَلاية, wālāya or ''wilāya'', plural ; Urdu and fa, ولایت, ''velâyat''; tr, vilayet) is an administrative division, usually translated as "state", "province" or occasionally as "governorate". Syria is a unitary state, but for administrative purposes, it is divided into fourteen governorates, also called provinces or counties in English (Arabic ''muḥāfaẓāt'', singular '' muḥāfaẓah''). Oman is divided into eleven governorates (''muhafazah''), and has been since 28 October 2011. Each of the 11 governorates are divided into ''wilayat'' (provinces). Regions and governorates before 2011 Before 28 October 2011, Oman was divided into five regions (''mintaqah'') and four governorates (''muhafazah'').
