Government Policy Statement
A government policy statement is a declaration of a government's political activities, plans and intentions relating to a concrete cause or, at the assumption of office, an entire legislative session. In certain countries they are announced by the head of government or a minister of the parliament. In constitutional monarchies, this function may be fulfilled by the Speech from the Throne. In Germany and Austria, the Chancellor submits a government policy statement (''Regierungserklärung'') at the beginning of the session of the Bundestag (in Austria: Nationalrat), in which they announces the intended policies of the government during the next legislative session. The statement is not legally binding, but is a significant constitutional commitment for the parliament and the government. State Of The State Address
The State of the State Address is a speech customarily given once each year by the governors of each of the states of the United States, although the terminology for this speech differs for some states: in Iowa, the speech is called the Condition of the State Address; in Kentucky, Massachusetts, Pennsylvania, and Virginia it is called the State of the Commonwealth Address. The speech is customarily delivered before both houses of the state legislature sitting in joint session, with the exception of the Nebraska Legislature, which is a unicameral body. The Budget Memorandum (Dutch: ''Miljoenennota'', literally "Millions Bill") is a general explanation by the Government of the Netherlands of the expected revenues and expenses in the National Budget for a year. Prinsjesdag ( en, Little Prince's Day) is the day on which the reigning monarch of the Netherlands addresses a joint session of the States-General of the Netherlands (consisting of the Senate and the House of Representatives) to give the speech from the throne ( nl, Troonrede, similar to the annual US State of the Union). This speech sets out the main features of government policy for the coming parliamentary session. The occasion is prescribed by the constitution, article 65 of which states: "A statement of the policy to be pursued by the Government shall be given by or on behalf of the King or the Queen before a joint session of the two Houses of the States-General that shall be held every year on the third Tuesday in September or on such earlier date as may be prescribed by Act of Parliament." September Declaration
The September Declaration (Dutch: ''Septemberverklaring'') is the annual government policy statement of Flanders in the form of a speech by the Minister-President of Flanders to the members of the Flemish Parliament. The Declaration, drafted by the Flemish Government, informs Parliament (and citizens) about the general state of Flemish society, and the main policy and budget plans for the next year. The September Declaration is held annually on the fourth Monday in September, which is where its name comes from. The speech is more or less comparable to the Speech from the Throne in the Netherlands or the State of the Union in the United States.
