The Government of the Autonomous Republic of Abkhazia is an administration recognized by Georgia as the legal and only government of Abkhazia. Abkhazia has been ''de facto'' independent of Georgiathough with very little international recognitionsince the early 1990s. Ruslan Abashidze, elected in May 2019, is the current head of the government-in-exile. After the War in Abkhazia (1992–1993) Georgia proposed five-party talks involving the Government of the Autonomous Republic, the government of the ''de facto'' authorities of Abkhazia, and the government of Georgia, along with Russia and the UN as interested parties, in order to settle the final status of Abkhazia within the framework of the Georgian state. Upper Abkhazia ( ka, ზემო აფხაზეთი, Romanization of Georgian, romanized: ''Zemo Apxazeti''; ab, Аҧсны хыхьтәи, Apsny xyxjtwj) is a term introduced in 2006, to denote the northeastern part of the disputed territory of Abkhazia, that had remained under Georgia (country), Georgian control after the War in Abkhazia (1992-1993), 1992 War in Abkhazia. Irakli Alasania ( ka, ირაკლი ალასანია) (born 21 December 1973) is a Georgian politician, soldier and former diplomat who served as the Minister of Defense of Georgia from 2012 to 2014. He was Georgia's Ambassador to the United Nations from September 11, 2006, until December 4, 2008. His previous assignments include Chairman of the Government of Abkhazia(-in-exile) and the President of Georgia's aide in the Georgian-Abkhaz talks. Tamaz Nadareishvili ( ka, თამაზ ნადარეიშვილი) (19 July 1954 – 31 August 2004) was a Georgian politician who served as head of the Council of Ministers of Abkhazia, a government-in-exile for the breakaway province. Nadareishvili was a great grandson of the famous Abkhaz prince Shervashidze. Born and raised in Sukhumi, Nadareishvili attended Sukhumi University, graduated in the early 1980s, and settled down to life as an academic writer. During the break-up of the Soviet Union, Nadareishvili became involved in Georgian National Liberation movement. Zhiuli Shartava (; March 7, 1944 – September 27, 1993) was a Georgian politician and the Head of the Council of Ministers of the Autonomous Republic of Abkhazia who was killed by Abkhaz militants during the ethnic cleansing of Georgians in Abkhazia in 1993. Biography Shartava was born on March 7, 1944 in Sukhumi, Abkhaz ASSR. An engineer by education, he was elected to the Parliament of Georgia in 1992. Sukhumi Massacre
The Sukhumi massacre took place on September 27, 1993, during and after the fall of Sukhumi into separatist hands in the course of the War in Abkhazia. It was perpetrated against Georgian civilians of Sukhumi, mainly by militia forces of Abkhaz separatists and North Caucasian allies. It became part of a violent ethnic cleansing campaign carried out by the separatists. Events On September 27, 1993, separatist forces violated the ceasefire initiated by the United Nations and guaranteed by the Russian Federation, which barred both sides from performing military operations.
