Gordon Arnaud Winter, (October 6, 1912 – August 1, 2003) was the sixth lieutenant governor of Newfoundland from 1974 to 1981. In 1974, he was made an Officer of the Order of Canada. The Mount Cashel Orphanage, known locally as the Mount Cashel Boys' Home, was a boys' orphanage located in St. John's, Newfoundland and Labrador, Canada. The orphanage was operated by the Congregation of Christian Brothers, and became infamous for a sexual abuse scandal, and cover-up by the Royal Newfoundland Constabulary and NL justice officials. History In 1898, the Roman Catholic Archbishop of St. John's Michael Francis Howley donated land for an orphanage on the northeastern edge of the Dominion's capital, approximately north of Quidi Vidi Lake. The orphanage was named the Mount Cashel Boys Home after the Rock of Cashel in County Tipperary, where it is said that Saint Patrick baptized the pagan king Óengus mac Nad Froích in 450 AD. Archbishop Alphonsus Liguori Penney (17 September 1924 – 12 December 2017) was a Canadian Catholic priest who was Archbishop of St. John's from 1979 to 1991. He was born in St. John's, Newfoundland. Winter Commission
The Winter Commission was a diocesan commission appointed in May 1989 by Alphonsus Liguori Penney, the Roman Catholic Archbishop of St. Johns, to conduct hearings surrounding the Mount Cashel abuse affairs. The commission headed by former Lieutenant Governor of Newfoundland and Labrador Gordon Arnaud Winter, a member of the Anglican Church of Canada. It conducted hearings in churches across the province, commencing on June 11, 1989. Ewart John Arlington Harnum (October 13, 1910 – February 29, 1996) was a Canadian businessman and the fifth lieutenant governor of Newfoundland from 1969 to 1974. Born on Sound Island in Placentia Bay, Newfoundland, Harnum was educated at Bishop Feild College, St. John's. Newfoundland was a British dominion in eastern North America, today the modern Canadian province of Newfoundland and Labrador. It was established on 26 September 1907, and confirmed by the Balfour Declaration of 1926 and the Statute of Westminster of 1931. Alfred Brian Peckford (born August 27, 1942) is a Canadian politician who served as the third premier of Newfoundland from March 26, 1979 to March 22, 1989.
