A civil township is a widely used unit of local government in the United States that is subordinate to a county, most often in the northern and midwestern parts of the country. The term town is used in New England, New York, and Wisconsin to refer to the equivalent of the civil township in these states; Minnesota uses "town" officially but often uses it and "township" interchangeably. The 11th congressional district of Illinois is represented by Democrat Bill Foster. Geographic boundaries 2011 redistricting From 1865 to 1867, the district included Bureau, LaSalle, Livingston and Woodford counties. From 1901 until 1947 the 11th congressional district included Kane, DuPage, McHenry and Will Counties. Following the Congressional Apportionment Act of 1947, the district covered a portion of Cook County and the far northwest side of Chicago roughly centered on Norwood Park. The district was not changed by 1951's redistricting. In 1961, the district was widened westward to the Des Plaines River and east into parts of Lincoln Square.
