Gonzalo Barrios (politician)
Gonzalo Barrios Bustillos (10 January 1902 – 30 May 1993), was a Venezuelan politician. He was a founding member of the political party Acción Democrática (AD) and Minister of Foreign Affairs during the Trienio Adeco (1945-48). Later he signed the Puntofijo Pact on behalf of AD and served as Minister of Interior and Justice under Raúl Leoni (1964–1966). He was AD's presidential candidate in the 1968 Venezuelan presidential election, and later President of the Venezuelan Senate from 1974 to 1979. Senate Of Venezuela
The Senate of Venezuela was the upper house of Venezuela's legislature under its 1961 constitution. Under the 1999 constitution, the bicameral system was replaced by the unicameral National Assembly of Venezuela. However, since 1999 the former chamber of senators has been used by the National Assembly for solemn meetings and other special functions. In Venezuela, lifetime Senate seats existed from 1961 to 1999. The former Presidents who held this position were: Rómulo Betancourt (1964-1981), Raúl Leoni (1969-1972), Rafael Caldera (1974-1994, 1999), Carlos Andrés Pérez (1979-1989, 1994-1996), Luis Herrera Campins (1984-1999) and Jaime Lusinchi (1989-1999). Puntofijo Pact
The Puntofijo Pact (or Punto Fijo Pact) was a formal arrangement arrived at between representatives of Venezuela's three main political parties in 1958, Acción Democrática (AD), COPEI (Social Christian Party), and Unión Republicana Democrática (URD), for the acceptance of the 1958 presidential elections and the preservation of the new democratic system. The pact was a written guarantee that the signing parties would respect the election results, prevent single-party hegemony, share power, and collaborate to prevent dictatorship. The Puntofijo pact is often credited with launching Venezuela towards democracy, being recognized for creating the most stable period in the republican history of Venezuela. While it provided the grounds for possible democratic deepening, it has also been criticized for enabling an inflexible two-party system between AD and COPEI.
