Global Change Research Act Of 1990
The Global Change Research Act 1990 is a United States law requiring research into global warming and related issues. It requires a report to Congress every four years on the environmental, economic, health and safety consequences of climate change. According to a summary by the Congressional Research Service, the Act: Following the publication of the first National Climate Assessment Report there were accusations that information was being suppressed, leading to complacency around public works, such as New Orleans flood defences. Greenpeace, the Center for Biological Diversity and Friends of the Earth challenged the delay in federal district court on August 21, 2007. Orleans Levee Board
From 1890 through 2006, the Orleans Levee Board was the body of commissioners that oversaw the Orleans Levee District (OLD) which supervised the levee and floodwall system in Orleans Parish, Louisiana (which is coextensive with the city of New Orleans). The role of the OLB has changed over time. Prior to Hurricane Betsy in 1965, the OLB developed land and sold it to raise money to build and improve levees. After 1965, Congress directed the Army Corps of Engineers to be responsible for design and construction of the hurricane flood protection system enveloping New Orleans. Owing to the 1965 legislation, the OLB's duties regarding hurricane surge protection were now limited to collecting the 30% cost share for project design and construction, and to maintaining and operating completed flood protection structures. National Climate Assessment
The National Climate Assessment (NCA) is a United States government interagency ongoing effort on climate change science conducted under the auspices of the Global Change Research Act of 1990. The NCA is a major product of the U.S. Global Change Research Program (USGCRP) which coordinates a team of experts and receives input from a Federal Advisory Committee. NCA research is integrated and summarized in the mandatory ongoing National Climate Assessment Reports. The reports are "extensively reviewed by the public and experts, including federal agencies and a panel of the National Academy of Sciences. The Committee on Climate Change Science and Technology Integration was created as part of the Clear Skies Initiative in February 2002 by George W. Bush, as a Cabinet-level effort to coordinate climate change science and technology research. Friends of the Earth International (FoEI) is an international network of environmental organizations in 73 countries. The organization was founded in 1969 in San Francisco by David Brower, Donald Aitken and Gary Soucie after Brower's split with the Sierra Club because of the latter's positive approach to nuclear energy. The founding donation of $500,000 (in 2019 USD) was provided by Robert Orville Anderson, the owner of Atlantic Richfield oil company. It became an international network of organizations in 1971 with a meeting of representatives from four countries: U.S., Sweden, the UK and France. FoEI currently has a secretariat (based in Amsterdam, Netherlands) which provides support for the network and its agreed major campaigns.
