Garoua-Boulaï
Garoua-Boulaï (or Garoua-Boulay) is a town and commune in Cameroon. The town is on the border with the Central African Republic. Across the border, the nearest CAR settlement accessible by road is Baboua. Refugees In 2014, the town was severely impacted by the number of refugees fleeing the Central African Republic. On 12 March 2014, IRIN reported: Some 30,000 refugees and returnees are estimated to have fled to East Region, where they are staying in the border towns of Garoua-Boulai, Kenzou and Yokadouma, living in squalid conditions, sleeping under trees, trucks and tents - some provided by the UN Refugee Agency (UNHCR), some cobbled together by refugees. Others have been taken into people’s homes - some of them relatives, some not. “Garoua-Boulai is overstrained by the different groups of refugees, and the situation is getting out of hand,” said the town’s mayor, Esther Yaffo Ndoe. “The refugees outweigh the capacity of UNHCR, the Red Cross and MSF, and the on ...

East Province (Cameroon)
The East Region (french: Région de l'Est) occupies the southeastern portion of the Republic of Cameroon. It is bordered to the east by the Central African Republic, to the south by Congo, to the north by the Adamawa Region, and to the west by the Centre and South Regions. With 109,002 km2 of territory, it is the largest region in the nation as well as the most sparsely populated. Historically, the peoples of the East have been settled in Cameroonian territory for longer than any other of the country's many ethnic groups, the first inhabitants being the Baka (or Babinga) pygmies. The East Region has very little industry, its main commerce consisting of logging, timber, and mining. Instead, the bulk of its inhabitants are subsistence farmers. The region is thus of little political import and is often ignored by Cameroonian politicians. This coupled with the low level of development in the province have led to its being dubbed "the forgotten province". The southwest region ...

Regions Of Cameroon
The Republic of Cameroon is divided into ten regions. In 2008, the President of the Republic of Cameroon, President Paul Biya signed decrees abolishing "provinces" and replacing them with "regions". Hence, all of the country's ten provinces are now known as regions. Most of these provinces were designated in the 1960s alongside Centre-South Province (split into Centre and South in 1983). At the same time, Adamawa and Far North Provinces were split from North Province. See summary of administrative history in Zeitlyn 2018. Departments Of Cameroon
The Regions of Cameroon are divided into 58 divisions or departments. The divisions are further sub-divided into sub-divisions (''arrondissements'') and districts. The divisions are listed below, by province. The constitution divides Cameroon into 10 semi-autonomous regions, each under the administration of an elected Regional Council. A presidential decree of 12 November 2008 officially instigated the change from provinces to regions. Each region is headed by a presidentially appointed governor. These leaders are charged with implementing the will of the president, reporting on the general mood and conditions of the regions, administering the civil service, keeping the peace, and overseeing the heads of the smaller administrative units. Governors have broad powers: they may order propaganda in their area and call in the army, gendarmes, and police. All local government officials are employees of the central government's Ministry of Territorial Administration, from which loca ...

Kentzou
Kentzou is a town and commune in Cameroon. Refugees In the first months of 2014, the town became a destination for refugees fleeing violence in the Central African Republic. The border town of Kentzou was amongst the areas most heavily affected as refugee arrivals peaked between February and March. According to Emmanuel Halpha, the prefect of the Batouri area in the east of Cameroon, Kentzou’s population “tripled in record time”. UNHCR Cameroon estimated that as of May 5, 2014, 11,971 people had crossed into Cameroon at Kentzou. According to IRIN, some of the refugees in Kentzou are third country nationals. Unlike refugees who are protected by international conventions, third-country nationals (TCNs), who neither belong to the country of refuge or the one they fled, are not covered by any global rights conventions. It is often up to their governments to look after them and arrange for their repatriation. As of June 2014 in Kentzou, "embassy delegations have visited thei ...

United Nations High Commissioner For Refugees
The United Nations High Commissioner for Refugees (UNHCR) is a United Nations agency mandated to aid and protect refugees, forcibly displaced communities, and stateless people, and to assist in their voluntary repatriation, local integration or resettlement to a third country. It is headquartered in Geneva, Switzerland, with over 17,300 staff working in 135 countries. Background UNHCR was created in 1950 to address the refugee crisis that resulted from World War II. The 1951 Refugee Convention established the scope and legal framework of the agency's work, which initially focused on Europeans uprooted by the war. Beginning in the late 1950s, displacement caused by other conflicts, from the Hungarian Uprising to the decolonization of Africa and Asia, broadened the scope of UNHCR's operations. Commensurate with the 1967 Protocol to the Refugee Convention, which expanded the geographic and temporal scope of refugee assistance, UNHCR operated across the world, with the bu ...
