GSA Advantage
GSA Advantage is an online government purchasing service run by the General Services Administration (GSA). GSA Advantage is an online shopping and ordering service created within the GSA for use by government agencies to buy commercial products and services. Its mission is to provide a streamlined purchasing portal for federal agencies to acquire goods and services. The service is intended to benefit any federal agency that has access to the GSA Advantage program; however, two federal acts have also allowed state and local governments to access and purchase from this service. The General Services Administration (GSA) is an independent agency of the United States government established in 1949 to help manage and support the basic functioning of federal agencies. The E-Government Act of 2002 (, , , H.R. 2458/S. 803), is a United States statute enacted on 17 December 2002, with an effective date for most provisions of 17 April 2003. Its stated purpose is to improve the management and promotion of electronic government services and processes by establishing a Federal Chief Information Officer within the Office of Management and Budget, and by establishing a framework of measures that require using Internet-based information technology to improve citizen access to government information and services, and for other purposes. In general, compliance means conforming to a rule, such as a specification, policy, standard or law. Compliance has traditionally been explained by reference to the deterrence theory, according to which punishing a behavior will decrease the violations both by the wrongdoer (specific deterrence) and by others (general deterrence).
