Fumio Ueda
is the former mayor of Sapporo, capital city of Hokkaido, Japan. Ueda was born in Makubetsu, Hokkaido, and graduated from the law department of Chuo University in 1972. He became an attorney and opened a law practice in 1978. At various times he served as vice-chairman of the Sapporo Bar Association, chaired its committees on children's rights, environmental protection and consumer protection, and served as vice-chairman of the human rights committee at the Japan Federation of Bar Associations. He was first elected in 2003 with the support of the Democratic Party of Japan and RENGO after an unsuccessful run in the same year prior to being elected. His main policy goal was to reduce the city's municipal debt, and he managed to achieve a reduction in the debt from 2.2 trillion yen in 2003 to 1.7 trillion yen at the end of fiscal year 2014. ( ain, サッ・ポロ・ペッ, Satporopet, lit=Dry, Great River) is a city in Japan. It is the largest city north of Tokyo and the largest city on Hokkaido, the northernmost main island of the country. It ranks as the fifth most populous city in Japan. It is the capital city of Hokkaido Prefecture and Ishikari Subprefecture. Sapporo lies in the southwest of Hokkaido, within the alluvial fan of the Toyohira River, which is a tributary stream of the Ishikari. It is considered the cultural, economic, and political center of Hokkaido. As with most of Hokkaido, the Sapporo area was settled by the indigenous Ainu people, beginning over 15,000 years ago. Starting in the late 19th century, Sapporo saw increasing settlement by Yamato migrants. Sapporo hosted the 1972 Winter Olympics, the first Winter Olympics ever held in Asia, and the second Olympic games held in Japan after the 1964 Summer Olympics.
