The Free City of Besançon was a self-governing free city surrounded by Franche-Comté. After losing its status as a free imperial city within the Holy Roman Empire in 1654, the City of Besançon refused to recognise the sovereignty of a new protector, whether the king of France or Spain, until Louis XIV dissolved the municipal government in 1676. The government comprised only a tiny area around the City of Besançon in the Franche-Comté, which meant that it had limited independence although it had considerable internal autonomy and still tried to claim neutrality. History Within the Holy Roman Empire Besançon became part of the Holy Roman Empire in 1034 as the Archbishopric of Besançon, and in 1184 it gained autonomy as a free imperial city under Frederick I, Holy Roman Emperor. War Of Devolution
In the 1667 to 1668 War of Devolution (, ), France occupied large parts of the Spanish Netherlands and Franche-Comté, both then provinces of the Holy Roman Empire (and properties of the King of Spain). The name derives from an obscure law known as the ''Jus Devolutionis'', used by Louis XIV of France to claim that these territories had "devolved" to him by right of marriage to Maria Theresa of Spain. In the fighting, the French encountered minimal resistance; however, Louis was more concerned with asserting his inheritance rights in the Spanish Empire, and consequently returned much of his gains in the May 1668 Treaty of Aix-la-Chapelle. The terms were agreed by Emperor Leopold I in January 1668, reinforced by the Triple Alliance of England, Sweden and the Dutch Republic. The Citadel of Besançon (french: Citadelle de Besançon) is a 17th-century fortress in Franche-Comté, France. It is one of the finest masterpieces of military architecture designed by Sébastien Le Prestre de Vauban. The Citadel occupies on Mount Saint-Etienne, one of the seven hills that protect Besançon, the capital of Franche-Comté. Mount Saint-Etienne occupies the neck of an oxbow formed by the river Doubs, giving the site a strategic importance that Julius Caesar recognised as early as 58 BC. The Citadel overlooks the old quarter of the city, which is located within the oxbow, and has views of the city and its surroundings. The fortification is well preserved. Today it is an important tourist site (over a quarter of a million visitors per year) due both to its own characteristics and because it is the site of several museums.
