Fran Pavley
Frances J. "Fran" Pavley (born November 11, 1948) is an American politician who served two terms in the California State Senate and three terms in the California State Assembly. A California Democratic Party, Democrat, she last represented the California's 27th State Senate district, 27th Senate District, which encompasses the Conejo Valley, and portions of the San Fernando Valley, San Fernando and Santa Clarita Valleys. Due to term limits in California, Senator Pavley completed her legislative career in 2016. She is currently working as the Environmental Policy Director for the USC Schwarzenegger Institute. Before being elected to the State Senate in 2008, Pavley served in the California State Assembly, representing the California's 41st State Assembly district, 41st Assembly District. She was also the first Mayor of Agoura Hills, California, Agoura Hills. She was a middle school teacher for 29 years. Conejo Valley
The Conejo Valley is a region spanning both southeastern Ventura County and northwestern Los Angeles County in Southern California, United States. It is located in the northwestern part of the Greater Los Angeles Area. Communities in the Conejo Valley are Thousand Oaks, Newbury Park, Westlake Village, Oak Park, Agoura Hills, Lake Sherwood and a portion of Calabasas. Etymology In 1803, the Spanish land grant in the area was given the name Rancho El Conejo. In Spanish, ''conejo'' means "rabbit", and refers to the rabbits common to the region, specifically the desert cottontail and brush rabbit species. The California Coastal Commission (CCC) is a state agency within the California Natural Resources Agency with quasi-judicial control of land and public access along the state's coastline. Moorpark, California
Moorpark is a city in Ventura County in Southern California. Moorpark was founded in 1900. The town grew from just over 4,000 citizens in 1980 to over 25,000 by 1990. As of 2006, Moorpark was one of the fastest-growing cities in Ventura County.. The population was 34,421 at the 2010 census, up from 31,415 at the 2000 census. Sherman Oaks is a neighborhood in the city of Los Angeles, California located in the San Fernando Valley, founded in 1927. The neighborhood includes a portion of the Santa Monica Mountains, which gives Sherman Oaks a lower population density than some other areas in Los Angeles. Emissions trading is a market-based approach to controlling pollution by providing economic incentives for reducing the emissions of pollutants. The concept is also known as cap and trade (CAT) or emissions trading scheme (ETS). Carbon emission trading for and other greenhouse gases has been introduced in China, the European Union and other countries as a key tool for climate change mitigation. Other schemes include sulfur dioxide and other pollutants. In an emissions trading scheme, a central authority or governmental body allocates or sells a limited number (a "cap") of permits that allow a discharge of a specific quantity of a specific pollutant over a set time period. Greenhouse Gas Emissions
Greenhouse gas emissions from human activities strengthen the greenhouse effect, contributing to climate change. Most is carbon dioxide from burning fossil fuels: coal, oil, and natural gas. The largest emitters include coal in China and large oil and gas companies, many state-owned by OPEC and Russia. Human-caused emissions have increased atmospheric carbon dioxide by about 50% over pre-industrial levels. Global Warming Solutions Act Of 2006
The Global Warming Solutions Act of 2006, or Assembly Bill (AB) 32, is a California State Law that fights global warming by establishing a comprehensive program to reduce greenhouse gas emissions from all sources throughout the state. AB32 was co-authored by then-Assemblymember Fran Pavley (D-Agoura Hills) and then-Speaker of the California Assembly Fabian Nunez (D-Los Angeles) and signed into law by Governor Arnold Schwarzenegger on September 27, 2006. On June 1, 2005, Governor Schwarzenegger signed an executive order known as Executive Order S-3-05 which established greenhouse gas emissions targets for the state. The executive order required the state to reduce its greenhouse gas emissions levels to 2000 levels by 2010, to 1990 levels by 2020, and to a level 80% below 1990 levels by 2050. Climate Change
In common usage, climate change describes global warming—the ongoing increase in global average temperature—and its effects on Earth's climate system. Climate change in a broader sense also includes previous long-term changes to Earth's climate. The current rise in global average temperature is more rapid than previous changes, and is primarily caused by humans burning fossil fuels. Fossil fuel use, deforestation, and some agricultural and industrial practices increase greenhouse gases, notably carbon dioxide and methane.
