Four Committees Initiative
The Four committees initiative is a proposal put forward by United Nations envoy Staffan de Mistura on 29 July 2015 as a way to start the peace process in the Syrian Civil War. The proposal suggests inviting the Syrian government to set up four themed committees addressing primary concerns of a possible ceasefire A ceasefire (also known as a truce or armistice), also spelled cease fire (the antonym of 'open fire'), is a temporary stoppage of a war in which each side agrees with the other to suspend aggressive actions. Ceasefires may be between state act ..., reconstruction, political election process, the military and security. The committees are to be composed of selected people from the government and opposition. The government has agreed to the proposal but did not make promises of any binding accords as a result. Staffan De Mistura
Staffan de Mistura (born 25 January 1947) is an Italian-Swedish diplomat, United Nations official and former member of the Italian government. After a 40-year career in various United Nations agencies, he was appointed Undersecretary of State for Foreign Affairs and thereafter Deputy Foreign Minister in the Italian cabinet headed by Mario Monti. In 2013, he was director of operations at the Foundation Villa San Michele in Anacapri. From 2014 to 2019 he was the United Nations Special Envoy for Syria. De Mistura's previous UN posts have included that of Special Representative of the Secretary-General in Iraq (2007–2009) and Afghanistan (2010–2011), Personal Representative of the Secretary-General for Southern Lebanon (2001–2004), and director of the UN Information Center in Rome (2000–2001). Syrian Conflict Peace Proposals
The Syrian peace process is the ensemble of initiatives and plans to resolve the Syrian civil war, which has been ongoing in Syria since 2011 and has spilled beyond its borders. The peace process has been moderated by the Arab League, the UN Special Envoy on Syria, Russia and Western powers. The negotiating parties to end the conflict are typically representatives of the Syrian Ba'athist government and Syrian opposition, while the Autonomous Administration of North and East Syria is usually excluded at the insistence of Turkey. Radical Salafist forces and the Islamic State of Iraq and the Levant have not engaged in any contacts on peaceful resolution to the conflict. Ceasefire
A ceasefire (also known as a truce or armistice), also spelled cease fire (the antonym of 'open fire'), is a temporary stoppage of a war in which each side agrees with the other to suspend aggressive actions. Ceasefires may be between state actors or involve non-state actors. Ceasefires may be declared as part of a formal treaty, but also as part of an informal understanding between opposing forces. Politics in the Syrian Arab Republic takes place in the framework of a presidential republic with nominal multiparty representation in parliament but with most opposition parties suppressed. President Bashar al-Assad, and his Arab Socialist Ba'ath Party have remained dominant forces in the country's politics since the 1970 coup d'état. Until the early stages of the Syrian uprising, the president had broad and unchecked decree authority under a long-standing state of emergency.
