Fort Whitman
Fort Whitman (Washington) was an Endicott Board fortification on Goat Island, Puget Sound, Washington state, just offshore of La Conner, a part of the Harbor Defenses of Puget Sound. It comprised a single 4 gun 6" DC battery, Battery Harrison, and mine control structures. The usual barracks and other support facilities were temporary and built for the duration, excepting a caretaker's quarters. It protected the confined back passage east of Fidalgo Island, Skagit Bay Skagit Bay is a bay and strait located in the U.S. state of Washington. Endicott Board
Several boards have been appointed by US presidents or Congress to evaluate the US defensive fortifications, primarily coastal defenses near strategically important harbors on the US shores, its territories, and its protectorates. Endicott Board In 1885 US President Grover Cleveland appointed a joint Army, Navy and civilian board, headed by Secretary of War William Crowninshield Endicott, known as the Board of Fortifications (now usually referred to simply as the Endicott Board). The findings of the Board in its 1886 report illustrated a grim picture of neglect of America's coast defenses and recommended a massive $127 million construction program for a series of new forts with breech-loading cannons, mortars, floating batteries, and submarine mines for some 29 locations on the US coast. La Conner
La Conner is a town in Skagit County, Washington, United States with a population of 965 at the 2020 census. It is included in the Mount Vernon–Anacortes, Washington Metropolitan Statistical Area. The town hosts several events as part of the annual Skagit Valley Tulip Festival held in April. History La Conner was first settled in May 1867 by Alonzo Low and was then known by its post office name, Swinomish. Its location on the Swinomish channel was an ideal safe harbor for ships. Harbor Defense Command
A Harbor Defense Command was a military organization of the United States Army Coast Artillery Corps designated in 1925 from predecessor organizations dating from circa 1895. It consisted of the forts, controlled underwater minefields, and other coastal defenses of a particular harbor or river. Harbor Defense Commands, along with the similar Coast Artillery Corps, were disestablished in 1950. Fidalgo Island
Fidalgo Island is an island in Skagit County, Washington, located about north of Seattle. To the east, it is separated from the mainland by the Swinomish Channel, and from Whidbey Island to the south by Deception Pass. The island is named after the Spanish explorer and cartographer Salvador Fidalgo, who explored the area in 1790. Its largest and only city is Anacortes with a population of 17,637 at the time of the 2020 census. Ferries leave daily for the San Juan Islands.
