Proconsul
A proconsul was an official of ancient Rome who acted on behalf of a consul. A proconsul was typically a former consul. The term is also used in recent history for officials with delegated authority. In the Roman Republic, military command, or ''imperium'', could be exercised constitutionally only by a consul. There were two consuls at a time, each elected to a one-year term. They could not normally serve two terms in a row. If a military campaign was in progress at the end of a consul's term, the consul in command might have his command prorogued, allowing him to continue in command. This custom allowed for continuity of command despite the high turnover of consuls. In the Roman Empire, proconsul was a title held by a civil governor and did not imply military command. In modern times, various officials with notable delegated authority have been referred to as proconsuls. Studies of leadership typically divide leaders into policymakers and subordinate administrators. The proconsu ...

Timpuri Noi
Timpuri Noi is a Romanian alternative rock band. History Timpuri Noi was formed in 1980, and remained an underground act up until 1991. This was mainly due to what was perceived as "subversive lyrical content" in the Ceauşescu era. Incidentally, the name derives from a cliché of the period: its literal meaning is "New Times" (in the sense of "New Age"), used to signify Marxist Socialism. The tongue-in-cheek reference is somehow associated with the Bucharest metro station of the same name (see: Timpuri Noi). The name is also the Romanian translation of Modern Times, the title for Charles Chaplin's classic 1936 film. In the early nineties, up to around 1995, the band was arguably the top Romanian act. Around the time, they had the opportunity to be the opening act for rather prestigious (albeit musically different) foreign acts during concerts in Bucharest: Ian Gillan and Uriah Heep in 1992, Scorpions in 1993, Saxon, Paradise Lost and Jethro Tull in 1994, Iron Maiden a ...

Cargo (band)
Cargo is a Romanian heavy metal band from Timișoara. Biography Cargo was formed by Adrian Bărar in 1985, after he quit the new wave band Autostop. The original line-up was Tavi Iepan (guitar), Carol Bleich (drums), Tiberiu Gajdo (bass), Dinel Tollea (keyboards) and Adrian Bărar (guitar, vocals). In 1988, the group recruited Ovidiu Ioncu "Kempes" as their new vocalist. He would stay with the band for the next 15 years, lending his voice to 4 full-length albums. During these years, Cargo toured the country extensively, playing numerous festivals, and receiving radio airplay, becoming the most well-known heavy metal band in the country. In 2003, Kempes decided to leave the band, and emigrate to Australia, so the vocal duties were taken over by guitarist Adrian Igrișan. After considering to organize auditions for a new vocalist, they finally decided on leaving Igrișan to handle both guitar and vocals. With this line-up they recorded their 5th album, ''Spiritus Sanctus'', whi ...
