Federal agencies in Germany are established to assist the country's executive branch on the federal level according tArticle 86of the Basic Law for the Federal Republic of Germany (''Grundgesetz''). They are hierarchically organized on four levels: * Top-level federal agencies (''Oberste Bundesbehörden''), which are distinguished from all other levels as they are specifically mentioned in the ''Grundgesetz''. Executive (government)
The Executive, also referred as the Executive branch or Executive power, is the term commonly used to describe that part of government which enforces the law, and has overall responsibility for the governance of a state. In political systems based on the separation of powers, such as the USA, government authority is distributed between several branches in order to prevent power being concentrated in the hands of a single person or group. To achieve this, each branch is subject to checks by the other two; in general, the role of the Legislature is to pass laws, which are then enforced by the Executive, and interpreted by the Judiciary. Waterways
A waterway is any navigable body of water. Broad distinctions are useful to avoid ambiguity, and disambiguation will be of varying importance depending on the nuance of the equivalent word in other languages. Zollkriminalamt
The German Customs Investigation Bureau in Cologne (german: Zollkriminalamt, ZKA) and its investigation offices are federal agencies that fall under the German Finance Ministry. The ZKA coordinates customs investigations nationwide in particular monitoring foreign trade, uncovering violations of EU market regulations, illegal technology exports, subsidy fraud in the agricultural sector, drug trafficking and money laundering. Federal Railway Authority
The German Federal Railway Authority (german: Eisenbahn-Bundesamt, ) has been the independent federal authority for the regulation of the railways in Germany since 1 January 1994.
