The Legislative Council of the Hong Kong Special Administrative Region (LegCo) is the unicameral legislature of Hong Kong. It sits under China's " one country, two systems" constitutional arrangement, and is the power centre of Hong Kong's hybrid representative democracy. The functions of the Legislative Council are to enact, amend or repeal laws; examine and approve budgets, taxation and public expenditure; and raise questions on the work of the government. In addition, the Legislative Council also has the power to endorse the appointment and removal of the judges of the Court of Final Appeal and the Chief Judge of the High Court, as well as the power to impeach the Chief Executive of Hong Kong. Chim Pui-chung (born 1946 in Chaozhou, Guangdong, China) was a member of the Legislative Council of Hong Kong (Legco), representing the financial services, Financial Services Functional constituency (Hong Kong), Functional Constituency. He is executive director, director of several companies. Political career Chim was a legislative councillor from 1991 until he was jailed for Conspiracy (crime), conspiring to forge documents in 1998, whereupon he was impeached and disqualified as a legislator by Legco. He was released from prison in 1999. In 2004, he was re-elected unopposed as legislative councillor for the financial services constituency. In 2008 he was again elected. Henry Wu King-cheong, BBS, JP (born 22 August 1951, Hong Kong) was the member of the Provisional Legislative Council (1996–98) and Legislative Council in 1998–2000 for Financial Services. He was also the chairman of the Federation of Hong Kong and Kowloon Labour Unions from 1995 to 1999. He was also the member of the Chinese People's Political Consultative Conference National Committee, Hong Kong Housing Authority and councilor of the Hong Kong Polytechnic University.
