Frederick J. R. Heebe
Frederick Jacob Reagan Heebe (August 25, 1922 – August 10, 2014) was a United States district judge of the United States District Court for the Eastern District of Louisiana. Education and career Born in Gretna in Jefferson Parish, Louisiana, Heebe received a Bachelor of Arts degree from Tulane University in 1943 and was a captain in the United States Army towards the end of World War II from 1945 to 1946. He received a Bachelor of Laws from Tulane University Law School in 1949 and was in private practice in Gretna from 1949 to 1958. He was a member from 1958 to 1960 of the Jefferson Parish Council. He was a judge of Division B of the 24th Judicial District Court in Jefferson Parish from 1961 to 1966. Federal judicial service On February 16, 1966, Heebe was nominated by President Lyndon B. Senior Status
Senior status is a form of semi-retirement for United States federal judges. To qualify, a judge in the Federal judiciary of the United States, federal court system must be at least 65 years old, and the sum of the judge's age and years of service as a federal judge must be at least 80 years. As long as senior judges carry at least a 25 percent caseload or meet other criteria for activity, they remain entitled to maintain a staffed office and chambers, including a secretary and their normal complement of law clerks, and they continue to receive annual cost-of-living increases. Senior judges vacate their seats on the bench, and the President of the United States, president may appoint new full-time judges to fill those seats. Some U.S. states have similar systems for senior judges. Captain (United States)
In the United States uniformed services, captain is a commissioned-officer rank. In keeping with the traditions of the militaries of most nations, the rank varies between the services, being a senior rank in the naval services and a junior rank in the ground and air forces. Many fire departments and police departments in the United States also use the rank of captain as an officer in a specific unit. Usage For the naval rank, a captain is a senior officer of U.S. uniformed services pay grades O-6 (the sixth officer rank), typically commanding seagoing vessels, major aviation commands and shore installations. This rank is used by the U.S. Navy, U.S. Coast Guard, U.S. Public Health Service Commissioned Corps, the National Oceanic and Atmospheric Administration Commissioned Corps, and the U.S. Maritime Service.
