Franklin Cooke Jr.
Franklin D. Cooke Jr. (born July 21, 1958) is an American politician. He is a Democratic member of the Delaware House of Representatives, representing District 16. Cooke was elected in the general election on November 6, 2018, winning 85 percent of the vote over Republican candidate Albert Ament. Prior to his election, he was a police officer for New Castle County, where he was the first African-American mounted officer in the department. James Johnson (Delaware Politician)
James "J.J." Johnson (born February 25, 1943) is an American politician. He was a Democratic member of the Delaware House of Representatives from 2005 to 2019. Prior to running for office, Johnson was a union worker at the former Chrysler plant in Newark, Delaware. He also served as president of the United Auto Workers and a member of the Coalition of Black Trade Unionists. During his time in office, he was a "leader in criminal justice reform" and a champion of workers' rights, racial equality, and economic justice. New Castle County is the northernmost of the three counties of the U.S. state of Delaware (New Castle, Kent, and Sussex). As of the 2020 census, the population was 570,719, making it the most populous county in Delaware, with nearly 60% of the state's population of 989,948. Mounted Police
Mounted police are police who patrol on horseback or camelback. Their day-to-day function is typically picturesque or ceremonial, but they are also employed in crowd control because of their mobile mass and height advantage and increasingly in the UK for crime prevention and high visibility policing roles. The added height and visibility that the horses give their riders allows officers to observe a wider area, and it also allows people in the wider area to see the officers, which helps deter crime and helps people find officers when they need them. When employed for crowd control, there is a risk that some people may be trampled (resulting in injuries or death). Due to this, authoritarian regimes often use mounted police to supress protests, as the public generally does not view these "accidental" deaths as resulting from a deliberate use of deadly force.
