Frank Cooper Sands
Frank Cooper Sands was a Scoutmaster from Nottingham, England. He is recognized as a founder of Scouting in Singapore on 2 July 1910, when Sands established two Boy Scout troops for the children of the British colonists. From there, the movement spread to other parts of the Straits Settlements and what were to become the states of Malaysia. He became the Commissioner of the Scout Association Malaya Branch which comprised the British Crown Colonies. (Within British Scout leadership hierarchy, Sands position was equivalent to a County Commissioner. All the Malay States and Straits Settlements were Districts only.) Sands spent the next 40 years helping to create Scouting in the region, and is often called the "Father of Malayan Scouting". The Scout Association is the largest Scouting organisation in the United Kingdom and is the World Organization of the Scout Movement's recognised member for the United Kingdom. Following the origin of Scouting in 1907, the association was formed in 1910 and incorporated in 1912 by a royal charter under its previous name of The Boy Scouts Association. The Singapore Scout Association
The Singapore Scout Association (; ms, Persatuan Pengakap Singapura-PPS; "SSA") is one of the oldest youth movements in Singapore. History Scouting was first introduced in Singapore in 1908 but was officially founded on 2 July 1910. A young Scoutmaster named Frank Cooper Sands arrived from Nottingham in September 1910 and spent the next 40 years helping to create the Singapore Scout Association. He is often called the "Father of Malayan Scouting". Starting with a small troop of 30 boys, the movement has grown immensely over the last 90 years, surviving two world wars and producing countless leaders in every sphere of human endeavour. Crown Colony
A Crown colony or royal colony was a colony administered by The Crown within the British Empire. There was usually a Governor, appointed by the British monarch on the advice of the UK Government, with or without the assistance of a local Council. In some cases, this Council was split into two: an Executive Council and a Legislative Council, and was similar to the Privy Council that advises the Monarch. Members of Executive Councils were appointed by the Governors, and British citizens resident in Crown colonies either had no representation in local government, or limited representation. In several Crown colonies, this limited representation grew over time. Scouting
Scouting, also known as the Scout Movement, is a worldwide youth movement employing the Scout method, a program of informal education with an emphasis on practical outdoor activities, including camping, woodcraft, aquatics, hiking, backpacking, and sports. Another widely recognized movement characteristic is the Scout uniform, by intent hiding all differences of social standing in a country and encouraging equality, with neckerchief and campaign hat or comparable headwear. Straits Settlements
The Straits Settlements were a group of British territories located in Southeast Asia. Headquartered in Singapore for more than a century, it was originally established in 1826 as part of the territories controlled by the British East India Company, the Straits Settlements came under British Raj control in 1858 and then under direct British control as a Crown colony on 1 April 1867. In 1946, following the end of the Second World War and the Japanese occupation, the colony was dissolved as part of Britain's reorganisation of its Southeast Asian dependencies in the area. A settler is a person who has migrated to an area and established a permanent residence there, often to colonize the area.
