Franck Lavaud
Franck Lavaud (February 16, 1903 – February 27, 1988) was a Haitian general and politician who was an acting head of state during two terms: from January 11, 1946 until August 16, 1946 and from May 10, 1950 until December 6, 1950. Both times he led a military junta along with Paul Magloire and Antoine Levelt. Biography Lavaud served as Commander of the Garde d'Haiti, the military of Haiti, starting in 1944. Haiti's President at the time was Élie Lescot, a member of the mulatto elite. Despite popular support early in his regime, repression and the exposure of ties with Dominican President Rafael Trujillo caused Lescot's reputation to fall. Crucially, Lescot had poor relations with the Garde, which was predominantly black. In late 1945, an anti-Lescot student newspaper called ''La Ruche'' published its first issue in Port-au-Prince. Benito Amilcare Andrea Mussolini (; 29 July 188328 April 1945) was an Italian politician and journalist who founded and led the National Fascist Party. He was Prime Minister of Italy from the March on Rome in 1922 until his deposition in 1943, and "Duce" of Italian Fascism from the establishment of the Italian Fasces of Combat in 1919 until his execution in 1945 by Italian partisans. The Senate (french: Sénat, ) is the upper house of Haiti's bicameral legislature, the Haitian Parliament. The lower house of the Haitian Parliament is the Chamber of Deputies. The Senate consists of thirty seats, with three members from each of the ten administrative departments. Prior to the creation of the department of Nippes in 2003, there were twenty-seven seats. Senators are elected by popular vote to six-year terms, with one-third elected every two years. There are no term limits for Senators; they may be re-elected indefinitely. After the elections of 2000, twenty-six of the then twenty-seven seats were held by Jean-Bertrand Aristide's Fanmi Lavalas party.
