Francis Alfred Cooper
Francis Alfred Cooper, CMG (23 January 1860 – 26 May 1933) was a British civil engineer and colonial administrator. He was the first Director of Public Works of Hong Kong from 1891 to 1897, as well as member of the Executive and Legislative Councils, and later Director of Public Works and member of the Legislative Council of Ceylon. Biography Cooper was the fourth son of the Rev. William Waldo Cooper, M.A., Rural Dean of Walshcroft, Rector of West Rasen, Lincolnshire, and Justice of the Peace of the Parts of Lindsey. Cooper was educated at Rossall School and at Loughborough Grammar School and served as a pupil from 1879 to 1882 and later an assistant from 1882 to 1887 at the office of James Mansergh, then President of the Institution of Civil Engineers, Westminster. During the time he became Member of the Institution of Civil Engineers and Fellow of the Royal Sanitary Institute. Colombo Municipal Council
The Colombo Municipal Council is the municipal governing body of Colombo, the largest city and financial centre in Sri Lanka. It consists of a directly elected executive Mayor of Colombo, current elect is Rosy Senanayake, and 119 elected 119 municipal councilors. The council was formed in 1865, it first met in 1866 and derives most of its powers from ''Municipal Council Ordinance No. 29 of 1947''. It is the oldest and the largest local government authority in Sri Lanka which covers a resident population of over 600,000 (as of 2001). Robert Daly Ormsby
Robert Daly Ormsby (1846–1927) was a British engineer and colonial administrator. He was the Director of Public Works of Hong Kong from 1897 to 1901. During his service, he was a member of the committee headed by James Haldane Stewart Lockhart, Colonial Secretary and Registrar-General at the time to settle the newly acquired New Territories. He also led the construction of Tai Po Road starting in 1899, one of the first highways in the colony which connects Kowloon and the New Territories, as well as No. 7 Police Station.
