French-Turkmen relations are the bilateral relations between France and Turkmenistan. France has an embassy in Ashgabat and Turkmenistan has an embassy in Paris. Both countries are full members of the OSCE and the United Nations. History Diplomatic relations were established on March 6, 1992 following the signing of a declaration of friendship. Bilateral Relations
Bilateralism is the conduct of political, economic, or cultural relations between two sovereign states. It is in contrast to unilateralism or multilateralism, which is activity by a single state or jointly by multiple states, respectively. When states recognize one another as sovereign states and agree to diplomatic relations, they create a bilateral relationship. States with bilateral ties will exchange diplomatic agents such as ambassadors to facilitate dialogues and cooperations. Economic agreements, such as free trade agreements (FTA) or foreign direct investment (FDI), signed by two states, are a common example of bilateralism. Bernard Kouchner KBE (born 1 November 1939) is a French politician and doctor. He is the co-founder of Médecins Sans Frontières (MSF) and Médecins du Monde. From 2007 until 2010, he was the French Minister of Foreign and European Affairs in the center-right Fillon government under president Nicolas Sarkozy, although he had been in the past a minister in socialist governments. Turkmenistan's declaration of "permanent neutrality" was formally recognized by the United Nations in 1995. Former President Niyazov stated that the neutrality would prevent Turkmenistan from participating in multi-national defense organizations, but allows military assistance. Gurbanguly Mälikgulyýewiç Berdimuhamedow (born 29 June 1957), also known as Arkadag (Cyrillic: Аркадаг, "protector"), is a Turkmen politician who served as the second president of Turkmenistan from 2006 to 2022. A dentist by profession, Berdimuhamedow served in the government of president Saparmurat Niyazov as the minister of health in 1997 and as the vice president in 2001. Hervé de Charette (; born 30 July 1938 in Paris) is a French centrist politician. He is a descendant of the royalist military leader François de Charette and of king Charles X of France.
