Fracturing Responsibility And Awareness Of Chemicals Act
The Fracturing Responsibility and Awareness of Chemicals Act (, , dubbed as the FRAC Act) was a 2009 legislative proposal in the United States Congress to define hydraulic fracturing as a federally regulated activity under the Safe Drinking Water Act. The proposed act would have required the energy industry to disclose the chemical additives used in the hydraulic fracturing fluid. The gas industry opposed the legislation. The bill was introduced to both houses of the 111th United States Congress on June 9, 2009. The House bill was introduced by representatives Diana DeGette, D-Colo., Maurice Hinchey D-N.Y., and Jared Polis, D-Colo. The Senate version was introduced by senators Bob Casey, D-Pa., and Chuck Schumer, D-N.Y. The bill was re-introduced to both houses of the 112th United States Congress on March 15, 2011, by Representative Diana DeGette and Senator Bob Casey. United States Congress
The United States Congress is the legislature of the federal government of the United States. It is bicameral, composed of a lower body, the House of Representatives, and an upper body, the Senate. It meets in the U.S. Capitol in Washington, D.C. Senators and representatives are chosen through direct election, though vacancies in the Senate may be filled by a governor's appointment. Congress has 535 voting members: 100 senators and 435 representatives. The U.S. vice president has a vote in the Senate only when senators are evenly divided. The House of Representatives has six non-voting members. The sitting of a Congress is for a two-year term, at present, beginning every other January. Elections are held every even-numbered year on Election Day. The members of the House of Representatives are elected for the two-year term of a Congress. The Reapportionment Act of 1929 establishes that there be 435 representatives and the Uniform Congressional Redistricting Act requires ... Occupational Safety And Health Administration
The Occupational Safety and Health Administration'' (OSHA ) is a large regulatory agency of the United States Department of Labor that originally had federal visitorial powers to inspect and examine workplaces. Congress established the agency under the Occupational Safety and Health Act OSH Act, which President Richard M. Nixon signed into law on December 29, 1970. OSHA's mission is to "assure safe and healthy working conditions for working men and women by setting and enforcing standards and by providing training, outreach, education, and assistance". The agency is also charged with enforcing a variety of whistleblower statutes and regulations. OSHA's workplace safety inspections have been shown to reduce injury rates and injury costs without adverse effects on employment, sales, credit ratings, or firm survival. History The Bureau of Labor Standards of the Department of Labor has worked on some work safety issues since its creation in 1922. Economic boom and associated l ... Proppants And Fracking Fluids
A proppant is a solid material, typically sand, treated sand or man-made ceramic materials, designed to keep an induced hydraulic fracture open, during or following a fracturing treatment, most commonly for unconventional reservoirs. It is added to a ''fracking fluid'' which may vary in composition depending on the type of fracturing used, and can be gel, foam or slickwater–based. In addition, there may be unconventional fracking fluids. Fluids make tradeoffs in such material properties as viscosity, where more viscous fluids can carry more concentrated proppant; the energy or pressure demands to maintain a certain flux pump rate (flow velocity) that will conduct the proppant appropriately; pH, various rheological factors, among others. In addition, fluids may be used in low-volume well stimulation of high-permeability sandstone wells (20k to 80k gallons per well) to the high-volume operations such as shale gas and tight gas that use millions of gallons of water per well. Environmental Impact Of Hydraulic Fracturing In The United States
Environmental impact of fracking in the United States has been an issue of public concern, and includes the contamination of ground and surface water, methane emissions, air pollution, migration of gases and fracking chemicals and radionuclides to the surface, the potential mishandling of solid waste, drill cuttings, increased seismicity and associated effects on human and ecosystem health. Research has determined that human health is affected. A number of instances with groundwater contamination have been documented due to well casing failures and illegal disposal practices, including confirmation of chemical, physical, and psychosocial hazards such as pregnancy and birth outcomes, migraine headaches, chronic rhinosinusitis, severe fatigue, asthma exacerbations, and psychological stress. While opponents of water safety regulation claim fracking has never caused any drinking water contamination, adherence to regulation and safety procedures is required to avoid further negative ... Hydraulic Fracturing In The United States
Fracking in the United States began in 1949. According to the Department of Energy (DOE), by 2013 at least two million oil and gas wells in the US had been hydraulically fractured, and that of new wells being drilled, up to 95% are hydraulically fractured. The output from these wells makes up 43% of the oil production and 67% of the natural gas production in the United States.US Dept. of EnergyHow is shale gas produced? Apr. 2013. Environmental safety and health concerns about hydraulic fracturing emerged in the 1980s, and are still being debated at the state and federal levels. New York banned massive hydraulic fracturing by executive order in 2010, so all natural gas production in the state is from wells drilled prior to the ban. Vermont, which has no known frackable gas reserves, banned fracking preventatively in May 2012. In March 2017, Maryland became the second state in the US with proven gas reserves to pass a law banning fracking. On May 8, 2019, Washington became the ... Energy Policy Act Of 2005
The Energy Policy Act of 2005 () is a federal law signed by President George W. Bush on August 8, 2005, at Sandia National Laboratories in Albuquerque, New Mexico. The act, described by proponents as an attempt to combat growing energy problems, changed US energy policy by providing Energy subsidies#Allocation of subsidies in the United States, tax incentives and loan guarantees for energy production of various types. The most consequential aspect of the law was to greatly increase ethanol production to be blended with gasoline. The law also repealed the Public Utility Holding Company Act of 1935, effective February 2006. Provisions General provisions * the Act increases the amount of biofuel (usually ethanol) that must be mixed with gasoline sold in the United States to by 2006, by 2009 and by 2012; two years later, the Energy Independence and Security Act of 2007 extended the target to by 2022. * Under an amendment in the American Recovery and Reinvestment Act of 2009, ...
