Forty-fifth United States Congress
The 45th United States Congress was a meeting of the legislative branch of the United States federal government, consisting of the United States Senate and the United States House of Representatives. It met in Washington, D.C. from March 4, 1877, to March 4, 1879, during the first two years of Rutherford Hayes's presidency. The apportionment of seats in the House of Representatives was based on the Ninth Census of the United States in 1870. The Senate had a Republican majority, and the House had a Democratic majority. The 45th Congress remained politically divided between a Democratic House and Republican Senate. President Hayes vetoed an Army appropriations bill from the House which would have ended Reconstruction and prohibited the use of federal troops to protect polling stations in the former Confederacy. Posse Comitatus Act
The Posse Comitatus Act is a United States federal law (, original at ) signed on June 18, 1878, by President Rutherford B. Hayes which limits the powers of the federal government in the use of federal military personnel to enforce domestic policies within the United States. The Act was passed as an amendment to an army appropriation bill following the end of Reconstruction and was updated in 1956 and 1981. The Act originally applied only to the United States Army, but a subsequent amendment in 1956 expanded its scope to the United States Air Force. In 2021, the National Defense Authorization Act for Fiscal Year 2022 further expanded the scope of the Act to cover the United States Navy, Marine Corps, and Space Force. Joseph Clay Stiles Blackburn (October 1, 1838September 12, 1918) was a Democratic Representative and Senator from Kentucky. Blackburn, a skilled and spirited orator, was also a prominent trial lawyer known for his skill at swaying juries. Biography Blackburn was born on October 1, 1838 near Spring Station, Kentucky. He was the younger brother of Kentucky governor Luke P. Blackburn. He attended Sayres Institute in Frankfort and graduated from Centre College in Danville in 1857. He studied law in Lexington and was admitted to the bar in 1858. He practiced in Chicago until 1860 when he returned to Woodford County, Kentucky and entered the Confederate Army as a private in 1861. A staff officer, by the end of the Civil War Blackburn had attained the rank of lieutenant colonel. Eugene Hale (June 9, 1836October 27, 1918) was a Republican United States Senator from Maine. Biography Born in Turner, Maine, he was educated in local schools and at Maine's Hebron Academy. He was admitted to the bar in 1857 and served for nine years as prosecuting attorney for Hancock County, Maine. He was elected to the Maine Legislature 1867–68, to the U.S. House of Representatives 1869–79, serving in the 41st and four succeeding Congresses. Hiester Clymer
Hiester Clymer (November 3, 1827 – June 12, 1884) was an American political leader from the state of Pennsylvania. Clymer was a member of the Hiester family political dynasty and the Democratic Party. He was the nephew of William Muhlenberg Hiester and the cousin of Isaac Ellmaker Hiester. Although Clymer was born in Pennsylvania, he was adamantly opposed to Abraham Lincoln's administration and the Republican Party's prosecution of the American Civil War. Elected Pennsylvania state senator in 1860, Clymer opposed state legislation that supported the state Republican Party's war effort. After the American Civil War ended, Clymer unsuccessfully ran for the Pennsylvania Governor's office in 1866 on a white supremacist platform against Union Major-General John W. Geary.
