The Flag (Standard) of the President of Ukraine () is the official flag of the President of Ukraine. The Presidential Flag of Ukraine was confirmed by the decree of the President of Ukraine as of November 29, 1999 and used during inaugural ceremony. It is the chairman of the Constitutional Court of Ukraine that presents it to the president. On delivering his inaugural address, the president takes a special seat at the session hall of the Verkhovna Rada next to which the president's colour is placed. Design The president's colour represents a blue square cloth bearing Coat of arms of Ukraine, the golden trident in the center – the Sign of Prince Volodymyr the Great's State, edged with gold vegetative ornament. The coat of arms of Ukraine is a blue shield with a gold trident. Officially referred to as the ''Emblem of the Royal State of Volodymyr the Great'', or, colloquially, the ''tryzub'' ( uk, тризуб), the insignia derives from the seal-trident of Volodymyr the Great, the first Grand Prince of Kyiv. The official symbols of the head of state ( uk, Oфіційні символи глави держави) are the state insignia of the President of Ukraine. Pursuant to presidential decree of November 29, 1999, they include four items: colour (standard), collar, bulawa and official seal. Some of the items of the set are adopted from the Cossack regalia (Kleinodien) that once were accepted from the King of Poland Stefan Batory. The flag of Ukraine ( uk, Прапор України, Prapor Ukrainy) consists of equally sized horizontal bands of blue and yellow. The blue and yellow bicolour first appeared during the 1848 Spring of Nations in Lemberg, then part of the Austrian Empire. It was adopted as a state flag for the first time in the aftermath of the Russian Revolution by the Ukrainian People's Republic, the West Ukrainian People's Republic and the Ukrainian State. It was also later adopted by Carpatho-Ukraine in March 1939. When Ukraine was part of the Soviet Union, the flag of the Ukrainian Soviet Socialist Republic was used and the bicolour was banned.
