The flag of Montenegro ( cnr, Застава Црне Горе, Zastava Crne Gore) has a red field with gold border and the coat of arms of Montenegro in its center. It was officially adopted on 13 July 2004, when the then Republic of Montenegro was a constituent of the State Union of Serbia and Montenegro, and its precise specification was standardized on 16 September 2004. The flag was retained after Montenegrin independence in 2006, and mandated by Article 4 of the Constitution of Montenegro adopted in 2007. Šćepan Mali ( sr-cyr, Шћепан Мали ), translated as Stephen the Little, Stephen the Small or Stephen the Humble, ( – 22 September 1773) was the first and only "tsar" of Montenegro, ruling the country as an absolute monarch from 1768 until his death. Of unclear origins, Šćepan became the ruler of Montenegro through a rumour that he was in fact the deposed Russian emperor Peter III, who had died several years before Šćepan surfaced in the Balkans. Šćepan arrived in Montenegro in the autumn of 1766. Whether Šćepan was his real name is unknown, as is the reason for the epithet ''Mali''. Montenegrin nationalism is the nationalism that asserts that Montenegrins are a nation and promotes the cultural unity of Montenegrins. From the beginning of the 18th century, the population of Montenegro was torn between variants of Montenegrin and Serbian nationalism. As opposed to Serbian nationalism, which emphasizes the ethnic Serbian character of the Montenegrins, Montenegrin nationalism emphasizes the right of the Montenegrins to define themselves as a unique nation, not simply as a branch of the Serbs. The breakup of Yugoslavia occurred as a result of a series of political upheavals and conflicts during the early 1990s. A red star, five-pointed and filled, is a symbol that has often historically been associated with communist ideology, particularly in combination with the hammer and sickle, but is also used as a purely socialist symbol in the 21st century. It has been widely used in flags, state emblems, monuments, ornaments, and logos. One interpretation sees the five points as representing the five fingers of the worker's hand, as well as the five populated continents (counting the Americas as one).
