The Five-Year Plans of Romania (''Cincinal'' in Romanian, plural ''Cincinale'') were economic development projects in Communist Romania, largely inspired by the Soviet model. Starting from 1951, there were 8 five-year plans. Origins In 1948, the Communists had fully taken over the power in Romania and started to nationalize property and means of production. They began forced economic development and industrialization by adopting the Soviet concept of five-year plans that set a number of goals to fulfill by the end of the terms. The five-year plans for the development of the national economy of the Union of Soviet Socialist Republics (USSR) ( rus, Пятилетние планы развития народного хозяйства СССР, ''Pyatiletniye plany razvitiya narodnogo khozyaystva SSSR'') consisted of a series of nationwide centralized economic plans in the Soviet Union, beginning in the late 1920s. The Soviet state planning committee Gosplan developed these plans based on the theory of the productive forces that formed part of the ideology of the Communist Party for development of the Soviet economy. Fulfilling the current plan became the watchword of Soviet bureaucracy. Nationalization In Romania
The nationalization of the means of production was a measure taken by Romania's new Communist authorities in order to lay the foundation of socialism. The act that allowed this measure to take place was Law 119, adopted by the Great National Assembly on June 11, 1948. Article 1 decreed subject to nationalization "all the wealth of the soil not in the property of the state at the time of entry into force of the Constitution of the Romanian People's Republic, as well as individual enterprises, societies of any type and private industrial, bank, insurance, mining, transport and telecommunications associations". Nationalized (generally without any form of compensation) were 8,894 industrial, mining, transport, banking and insurance companies, followed in November 1948 by 383 cinemas and medical-sanitary facilities. The Danube–Black Sea Canal ( ro, Canalul Dunăre–Marea Neagră) is a navigable canal in Romania, which runs from Cernavodă on the Danube river, via two branches, to Constanța and Năvodari on the Black Sea.
