First International Conference Of American States
The First International Conference of American States was held in Washington, D.C., United States, from 20 January to 27 April 1890. Background to the Conference The idea of an Inter-American Conference held in Washington, D.C., was the brainchild of United States Secretary of State James G. Blaine, but it took almost a decade and several reversals of U.S. policy to convert his original vision of 1881 into the Washington Conference of 1889–1890. Blaine was the Secretary of State in the short-lived Republican administration of Benjamin Harrison (4 March 1889 to 1893). Apparently inspired by the speeches of Henry Clay and "the Western Hemisphere idea", Blaine believed that the moment had come for the United States to exercise diplomatic leadership by convoking a meeting of all the Hemisphere's nations. Luis Sáenz Peña Dávila (2 April 1822 – 4 December 1907) was a lawyer and President of Argentina. He was the father of president Roque Sáenz Peña. * Biography Luis Saenz Peña was born on 2 April 1822 to Roque Julián Sáenz Peña and María Luisa Dávila. He graduated in law from the University of Buenos Aires, and participated in the constitutional assembly of 1860. He was a number of times a national deputy and senator. In 1882, he occupied a seat on the Supreme Court of the Province of Buenos Aires. Later he was employed as president of the Provincial Bank, director of the Academy of Jurisprudence, and had a seat in the General Council of Education. Antonio Varas
Antonio Varas de la Barra (June 13, 1817 – June 5, 1886) was a Chilean political figure. He began his political career as a Conservative, but was later a member of the National Party, of which he was one of the founders in 1857. He served several times as minister. Antonio Varas was born in Cauquenes, the son of Miguel Varas Vallejo and of Agustina de la Barra Alarcón. Because his father was a royalist supporter, after independence all the family properties were confiscated, leaving them in the most complete destitution. Thanks to his brother José Miguel, he was able to complete his studies at the Instituto Nacional, where he met and befriended Manuel Montt and Buonaventura Cousiño, both of whom were his teachers. In time he became, first, philosophy teacher, later vice-principal and finally principal of that institute. A number of methods of acquisition of sovereignty are or have been recognised by international law as lawful methods by which a state may acquire sovereignty over territory.
