Fife Council
Fife Council is the local authority for the Fife area of Scotland and is the third largest Scottish council, with 75 elected council members. Councillors are generally elected every five years. At the 2012 election there were 78 councillors elected, but this was reduced to 75 by the time of the 2017 election, after a review by the Boundary commission for Scotland. The number of wards was reduced from 23 to 22. Councillors make decisions at its regular Council meetings, or at those of its nine other general committees (covering for example Tourism and transportation, Education, Environment, Housing, Licensing etc.), two planning committees, and seven area committees. Following the May 2017 council elections no party was in overall control, resulting in a Power Sharing Agreement being drawn up between the Scottish National Party (SNP) and the Labour group to share control equally. 2017 Fife Council Election
Elections to Fife Council were held on 4 May 2017, the same day as the other Scottish local government elections. The election used the 22 wards created as a result of the Local Government Commission for Scotland's 5th review which was published in September 2016, with each ward electing three or four councillors using the single transferable vote system form of proportional representation, with 75 councillors elected; a decrease of three seats from 2012 as one ward, The Lochs, was abolished. The Scottish National Party replaced Scottish Labour as the largest party for the first time in the Fife region, although they did not gain enough seats to form a majority, and both the group leader and deputy leader lost their seats. The Scottish Conservatives made the most gains, replacing the Scottish Liberal Democrats as the third biggest party. Local Government In Scotland
Local government in Scotland comprises thirty-two local authorities, commonly referred to as councils. Each council provides public services, including education, social care, waste management, libraries and planning. Councils receive the majority of their funding from the Scottish Government, but operate independently and are accountable to their local electorates. Councils raise additional income via the Council Tax, a locally variable domestic property tax, and Business rates, a non-domestic property tax. Councils are made up of councillors who are directly elected by the residents of the area they represent. Each council area is divided into a number of wards, and three or four councillors are elected for each ward. There are currently 1,227 elected councillors in Scotland. Unitary Authority
A unitary authority is a local authority responsible for all local government functions within its area or performing additional functions that elsewhere are usually performed by a higher level of sub-national government or the national government. Provost Of Fife
The Provost of Fife is the ceremonial head of Fife Council, a Scottish unitary authority covering the historic county of Fife. Along with the duties of an ordinary councillor, it is the Provost's duty to promote the values of the council, provide an example to others and enhance the reputation of the council and Fife. The Provost is elected every five years by the members of the Council. The title was reinstated in May 2004. The current Provost is Councillor Jim Leishman.
