The president of the United Arab Emirates, or the Raʾīs ( ar, رَئِيْس), is the head of state of the United Arab Emirates (UAE). The president and vice-president are elected every five years by the Federal Supreme Council. Though the prime minister of the United Arab Emirates is formally appointed by the president, every UAE vice-president simultaneously serves as prime minister. Generally the ruler of the Emirate of Abu Dhabi holds the presidency and the ruler of the Emirate of Dubai holds the vice-presidency and premiership. The president is also the commander-in-chief of the UAE Armed Forces. Sheikh Zayed bin Sultan Al Nahyan was widely credited with unifying the seven emirates into one nation. Saqr Bin Mohammed Al Qasimi
Sheikh Saqr bin Mohammed Al Qasimi ( ar, صقر بن محمد القاسمي; c. 1918–1920 – 27 October 2010) was the Ruler of Emirate of Ras Al Khaimah from 1948 to 2010. On 10 February 1972, under his leadership, Ras Al Khaimah become the seventh Trucial State to join the United Arab Emirates. He became the Ruler of Ras Al Khaimah on 17 July 1948, when he overthrew his paternal uncle and father-in-law Sheikh Sultan bin Salim Al Qasimi in a bloodless coup d'etat. Sheikh Saqr exiled Sultan to Sharjah. At the time of his death in 2010, Sheikh Saqr was the world's oldest reigning monarch at age ~90. The Prime Minister of the United Arab Emirates is the head of government of the Federal government of the United Arab Emirates. While not required by the UAE constitution, the practice is that the ruler of Dubai serve as the prime minister and vice president of the UAE. Emir (; ar, أمير ' ), sometimes transliterated amir, amier, or ameer, is a word of Arabic origin that can refer to a male monarch, aristocrat, holder of high-ranking military or political office, or other person possessing actual or ceremonial authority.
