A civil township is a widely used unit of local government in the United States that is subordinate to a county, most often in the northern and midwestern parts of the country. The 11th congressional district of Illinois is represented by Democrat Bill Foster. Geographic boundaries 2011 redistricting From 1865 to 1867, the district included Bureau, LaSalle, Livingston and Woodford counties. From 1901 until 1947 the 11th congressional district included Kane, DuPage, McHenry and Will Counties.
