Roger Charles Hirst (born July 1960) is an English politician, the current Essex Police and Crime Commissioner, Police, Fire, and Crime Commissioner for Essex, representing the Conservative Party (UK), Conservative Party. He was 2016 England and Wales police and crime commissioner elections, elected to the post on 5 May 2016, succeeding the previous incumbent, Nick Alston. He was re-elected in 2021. Mr Hirst was a Cabinet Member for Essex County Council, and Deputy Leader of Brentwood Borough Council ("BBC"), until he stood down to focus on the PCC campaign. Police Reform And Social Responsibility Act 2011
The Police Reform and Social Responsibility Act 2011 (c. 13) is an Act of the Parliament of the United Kingdom. It transfers the control of police forces from police authorities to elected Police and Crime Commissioners. The first police commissioner elections were held in November 2012. The next elections took place in May 2016 and will subsequently take place every four years. The Act repeals the provisions in the Serious Organised Crime and Police Act 2005 which prohibit protests near Parliament Square, and instead restricts certain "prohibited activities" in Parliament Square garden and the adjoining footways. The police have used these powers to confiscate pizza boxes, tarpaulin and umbrellas from protesters in Parliament Square. Essex County Fire and Rescue Service (ECFRS) is the statutory fire and rescue service for the county of Essex in the east of England, and is one of the largest fire services in the country, covering an area of and a population of over 1.7million people. In 2015, the service attended around 14,000 emergency incidents within the year, mostly fires and road traffic collisions (RTC). Additionally, lift releases, effecting entry into buildings, flooding incidents and animal rescues are also incidents dealt with by ECFRS. Nicholas Kenneth Alston (born 2 September 1952) is a British former Conservative Essex Police and Crime Commissioner. Alston was the first person to hold the post and was elected on 15 November 2012. The turn-out in Essex for the 2012 PCC election was 12.8%. Biography Alston was born on 2 September 1952 in Harwich. His father, Kenneth Alston, served in the Police Force for 37 years eventually rising to the rank of Deputy Chief Constable of Essex Police before retiring in 1971. Nick Alston attended King Edward VI Grammar School in Chelmsford, before transferring to Queens' College, Cambridge to read Natural Sciences in the same year as his father retired. Robert Michael Spink (born 1 August 1948, in Haworth, Worth Valley, Yorkshire) is a former member of parliament (MP) for Castle Point in Essex (1992 to 1997, and 2001 to 2010) who was convicted of electoral fraud in 2017. Spink was elected as the Conservative Party MP for Castle Point in 1992, lost his seat in 1997, but regained it in 2001. Having resigned the Conservative whip in March 2008, in April 2008 he defected to the UK Independence Party (UKIP), becoming that party's first MP. In November 2008, he became an independent. Robin C. W. Tilbrook (born 1958) is an English solicitor and political leader who chairs the English Democrats, a political party he founded. It advocates a devolved English Parliament, having previously advocated English independence from the United Kingdom. Early life Tilbrook was born in Kuala Lumpur, Federation of Malaya, in 1958.
