Ermir Dobjani (born 6 April 1953, in Kavajë) is an Albanian lawyer who served as Albania's first Ombudsman (), a post he held from 2000 to 2010. The People's Advocate () is the Albanian office of the ombudsman, a justice-advising entity to the public. Established for the first time in the Albanian Constitution of 1998, it was enacted into law with minor amendments by the Albanian parliament on February 4, 1999. The People's Advocate as an institution defends the rights, freedoms and lawful interests of individuals from unlawful and incorrect acts or omissions of public administration bodies as well as third parties acting on its behalf. Igli Totozani (born 18 February 1973, in Tirana) is an Albanian lawyer who served as Albania's second Ombudsman () from 2011 to 2017. Career Totozani studied at the University of Geneva in Switzerland where he successfully defended his master's degree in European studies and Political science respectively. In 2001 he won the Jean Louis de Claparede Award from the University of Geneva. He has served as an Advisor to the Albanian Prime Minister on issues like Education and European Integration. Kavajë ( , sq-definite, Kavaja) is a municipality centrally located in the Western Lowlands region of Albania, in Tirana County.
