Epifanio Méndez Fleitas
Epifanio Méndez Fleitas (7 April 1917 – 22 November 1985) was a Paraguayan musician, writer and poet, and twice the president of Central Bank of Paraguay: from 1952 to 1954 and in 1955. He fled Paraguay during the Alfredo Stroessner years and is related to President Fernando Lugo. Central Bank Of Paraguay
The Central Bank of Paraguay ( es, Banco Central del Paraguay) is Paraguay's highest monetary authority, and the country's governing body, in finances and economics. Its headquarters are in Asunción's Carmelitas neighbourhood. The institution was created by Law 18/52 of March 25, 1952. In 1995, the legal frame of the Central Bank was replaced by Law 489/95. The bank manages the printing and minting of the Paraguayan currency, the guaraní. The Bank is active in promoting financial inclusion policy and is a leading member of the Alliance for Financial Inclusion. It is also one of the original 17 regulatory institutions to make specific national commitments to financial inclusion under the Maya Declaration during the 2011 Global Policy Forum held in Mexico. Alfredo Stroessner
Alfredo Stroessner Matiauda (; 3 November 1912 – 16 August 2006) was a Paraguayan army officer and politician who served as President of Paraguay from 15 August 1954 to 3 February 1989. Stroessner led a coup d'état on 4 May 1954 with the support of the army and the Colorado Party, with which he was affiliated. After a brief provisional government headed by Tomás Romero Pereira, he was the Colorado Party's presidential candidate for the 1954 general election, and was elected unopposed since all other parties were banned. He officially assumed the presidency on 15 August 1954, quickly suspended constitutional and civil rights, and began a period of harsh repression with the support of the army and the military police (which also served as a secret or political police) against anyone who opposed his authoritarian rule. Fernando Armindo Lugo Méndez (; born 30 May 1951) is a Paraguayan politician and laicized Catholic bishop who was President of Paraguay from 2008 to 2012. Previously he was a Roman Catholic priest and bishop, serving as Bishop of the Diocese of San Pedro from 1994 to 2005. He was elected as president in 2008, an election that ended 61 years of rule by the Colorado Party. In 2012, he was removed from office through an impeachment process that neighboring countries deemed a coup d'état. He was elected to the Senate of Paraguay in the 2013 general election.
