Canada
Canada is a country in North America. Its ten provinces and three territories extend from the Atlantic Ocean to the Pacific Ocean and northward into the Arctic Ocean, covering over , making it the world's second-largest country by total area. Its southern and western border with the United States, stretching , is the world's longest binational land border. Canada's capital is Ottawa, and its three largest metropolitan areas are Toronto, Montreal, and Vancouver. Indigenous peoples have continuously inhabited what is now Canada for thousands of years. Beginning in the 16th century, British and French expeditions explored and later settled along the Atlantic coast. As a consequence of various armed conflicts, France ceded nearly all of its colonies in North America in 1763. In 1867, with the union of three British North American colonies through Confederation, Canada was formed as a federal dominion of four provinces. This began an accretion of provinces an ...

2012 Canadian Federal Budget
The Canadian federal budget for fiscal year 2012–13 was presented to the House of Commons of Canada by Finance Minister Jim Flaherty on 29 March 2012. Among the most notable elements of the federal budget were changes to Old Age Security and a reduction of the budget for the Canadian Forces and the Canadian Broadcasting Corporation. The budget presentation was also used to announce that the penny would no longer be minted as of late 2012. Key elements These initiatives were to be delivered in periods that varied from one to five years: *The age of eligibility for Old Age Security would gradually rise from 65 to 67 between 2023 and 2029. *Funding for the Canadian Broadcasting Corporation was reduced by 10% to approximately $1 billion per year. Funding for the National Film Board of Canada and Telefilm Canada was also reduced 10%. *19,200 federal public service jobs were eliminated, approximately 4.8% of all federal public service jobs. Greenhouse Gas Emissions By The United States
The United States produced 5.2 billion metric tons of carbon dioxide equivalent greenhouse gas (GHG) emissions in 2020, the second largest in the world after greenhouse gas emissions by China and among the countries with the highest greenhouse gas emissions per person. In 2019 China is estimated to have emitted 27% of world GHG, followed by the United States with 11%, then India with 6.6%. In total the United States has emitted a quarter of world GHG, more than any other country. Annual emissions are over 15 tons per person and, amongst the top eight emitters, is the highest country by greenhouse gas emissions per person. Because coal-fired power stations are gradually shutting down, in the 2010s emissions from electricity generation fell to second place behind transportation which is now the largest single source. In 2020, 27% of the GHG emissions of the United States were from transportation, 25% from electricity, 24% from industry, 13% from commercial and residential b ...

2011 United Nations Climate Change Conference
The 2011 United Nations Climate Change Conference (COP17) was held in Durban, South Africa, from 28 November to 11 December 2011 to establish a new treaty to limit carbon emissions. A treaty was not established, but the conference agreed to establish a legally binding deal comprising all countries by 2015, which was to take effect in 2020. There was also progress regarding the creation of a Green Climate Fund for which a management framework was adopted. The fund is to distribute US$100 billion per year to help poor countries adapt to climate impacts. While the president of the conference, Maite Nkoana-Mashabane, declared it a success, scientists and environmental groups warned that the deal was not sufficient to avoid global warming beyond 2 °C as more urgent action is needed. Background The conference was officially referred to as the 17th session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC) and the 7th se ...

Kyoto Accord
The Kyoto Protocol was an international treaty which extended the 1992 United Nations Framework Convention on Climate Change (UNFCCC) that commits state parties to reduce greenhouse gas emissions, based on the scientific consensus that (part one) global warming is occurring and (part two) that human-made CO2 emissions are driving it. The Kyoto Protocol was adopted in Kyoto, Japan, on 11 December 1997 and entered into force on 16 February 2005. There were 192 parties (Canada withdrew from the protocol, effective December 2012) to the Protocol in 2020. The Kyoto Protocol implemented the objective of the UNFCCC to reduce the onset of global warming by reducing greenhouse gas concentrations in the atmosphere to "a level that would prevent dangerous anthropogenic interference with the climate system" (Article 2). The Kyoto Protocol applied to the seven greenhouse gases listed in Annex A: carbon dioxide (CO2), methane (CH4), nitrous oxide (N2O), hydrofluorocarbons (HFCs), perflu ...

Jobs, Growth And Long-term Prosperity Act
The ''Jobs, Growth and Long-term Prosperity Act'' (informally referred to as Bill C-38) is an Act of the Parliament of Canada. This omnibus bill was introduced by Jim Flaherty, Minister of Finance under Prime Minister Steven Harper's majority Conservative government as a 2012 Budget Implementation Act. Bill C-38 was given Royal Assent on June 29, 2012. Bill C-38 and Bill C-45 attracted controversy both for their size (c. 450 pages each) and for the breadth of provisions contained that were not fiscally related. Elizabeth May, leader of the Green Party, claimed (Levitz June 2012) that, " spite of the fact that most Canadians have no idea how seriously Bill C-38 will affect their lives, the Senate is about to begin hearings so that Conservative Senators can vote on it as soon as possible... This railroading version of democracy is tragic for Canada." Content of Bill Part 1 of this enactment "implements certain income tax measures and related measures proposed in the March 29, 20 ...

Oil Spill
An oil spill is the release of a liquid petroleum hydrocarbon into the environment, especially the marine ecosystem, due to human activity, and is a form of pollution. The term is usually given to marine oil spills, where oil is released into the ocean or coastal waters, but spills may also occur on land. Oil spills may be due to releases of crude oil from tankers, offshore platforms, drilling rigs and wells, as well as spills of refined petroleum products (such as gasoline, diesel) and their by-products, heavier fuels used by large ships such as bunker fuel, or the spill of any oily refuse or waste oil. Oil spills penetrate into the structure of the plumage of birds and the fur of mammals, reducing its insulating ability, and making them more vulnerable to temperature fluctuations and much less buoyant in the water. Cleanup and recovery from an oil spill is difficult and depends upon many factors, including the type of oil spilled, the temperature of the water (affecting evapor ...

Canadian Environmental Protection Act
The ''Canadian Environmental Protection Act, 1999'' (''CEPA, 1999''; french: Loi canadienne sur la protection de l'environnement (1999)) is an act of the 36th Parliament of Canada, whose goal is to contribute to sustainable development through pollution prevention and to protect the environment, human life and health from the risks associated with toxic substances. It covers a diversity of activities that can affect human health and the environment, and acts to address any pollution issues not covered by other federal laws. As such, the act is a "catch all" piece of legislation that ensures potentially toxic substances are not inadvertently exempt from federal oversight as a result of unforeseen legislative loopholes. The act also recognizes the contribution of pollution prevention and the management and control of toxic substances and hazardous waste to reducing threats to Canada's ecosystems and biological diversity. It acknowledges, for the first time, the need to virtually e ...
