Emiko Uematsu
is a Japanese politician in the Democratic Party of Japan (DPJ), a member of the House of Councillors in the Diet (national legislature). A native of Takamatsu, Kagawa and graduate of Kobe University , also known in the Kansai region as , is a leading Japanese national university located in the city of Kobe, in Hyōgo. It was established in 1949, but the academic origins of Kobe University trace back to the establishment of Kobe Higher Comme ..., she ran unsuccessfully for the House of Councillors in 2004. She ran again in 2007 and was elected for the first time. She left the DPJ in 2013 because of a difference of political policy. It consists of Kagawa Prefecture and elects two Councillors, one every three years by a first-past-the-post system for a six-year term. The is the upper house of the National Diet of Japan. The House of Representatives is the lower house. The House of Councillors is the successor to the pre-war House of Peers. If the two houses disagree on matters of the budget, treaties, or designation of the prime minister, the House of Representatives can insist on its decision. In other decisions, the House of Representatives can override a vote of the House of Councillors only by a two-thirds majority of members present. The House of Councillors has 248 members who each serve six-year terms, two years longer than those of the House of Representatives.
