Elmārs Rubīns
Elmārs Rubīns (born 12 December 1944) is a Soviet rower from Latvia. Rubīns was born in Daugavpils, Latvia. At the 1965 European Rowing Championships in Duisburg, he won silver with the men's eight. At the 1966 World Rowing Championships in Bled, he won silver with the men's eight. Daugavpils (; russian: Двинск; ltg, Daugpiļs ; german: Dünaburg, ; pl, Dyneburg; see other names) is a state city in south-eastern Latvia, located on the banks of the Daugava River, from which the city gets its name. Rowing is the act of propelling a human-powered watercraft using the sweeping motions of oars to displace water and generate reactional propulsion. The Latvian Soviet Socialist Republic (Latvian SSR), also known as Soviet Latvia or simply Latvia, was a federated republic within the Soviet Union, and formally one of its 16 (later 15) constituent republics.
