Ambassador
An ambassador is an official envoy, especially a high-ranking diplomat who represents a state and is usually accredited to another sovereign state or to an international organization as the resident representative of their own government or sovereign or appointed for a special and often temporary diplomatic assignment. The word is also used informally for people who are known, without national appointment, to represent certain professions, activities, and fields of endeavor, such as sales. An ambassador is the ranking government representative stationed in a foreign capital or country. The host country typically allows the ambassador control of specific territory called an embassy, whose territory, staff, and vehicles are generally afforded diplomatic immunity in the host country. Under the Vienna Convention on Diplomatic Relations, an ambassador has the highest diplomatic rank. Countries may choose to maintain diplomatic relations at a lower level by appointing a chargé d'aff ...

Chargé D'affaires
A ''chargé d'affaires'' (), plural ''chargés d'affaires'', often shortened to ''chargé'' (French) and sometimes in colloquial English to ''charge-D'', is a diplomat who serves as an embassy's chief of mission in the absence of the ambassador. The term is French for "charged with business", meaning they are responsible for the duties of an ambassador. ''Chargé'' is masculine in gender; the feminine form is ''chargée d'affaires''. A ''chargé'' enjoys the same privileges and immunities as an ambassador under international law, and normally these extend to their aides too. However, ''chargés d'affaires'' are outranked by ambassadors and have lower precedence at formal diplomatic events. In most cases, a diplomat serves as a ''chargé d'affaires'' on a temporary basis in the absence of the ambassador. In unusual situations, in cases where disputes between the two countries make it impossible or undesirable to send agents of a higher diplomatic rank, a ''chargé d'affaires'' ...

Georg Michaelis
Georg Michaelis (8 September 1857 – 24 July 1936) was the chancellor of the German Empire for a few months in 1917. He was the first (and the only one of the German Empire) chancellor not of noble birth to hold the office. With an economic background in business, Michaelis' main achievement was to encourage the ruling classes to open peace talks with Russia. Contemplating that the end of the war was near, he encouraged infrastructure development to facilitate recovery at war's end through the media of ''Mitteleuropa''. A somewhat humourless character, known for process engineering, Michaelis was faced with insurmountable problems of logistics and supply in his brief period as chancellor. Biography Early life Michaelis, born in Haynau in the Prussian Province of Silesia, grew up in Frankfurt (Oder). He studied jurisprudence at the University of Breslau, the University of Leipzig and the University of Würzburg from 1876 to 1884, becoming a Doctor of Laws. From 1885-89, he liv ...

Philippe Sudré Dartiguenave
Philippe Sudré Dartiguenave (6 April 1863 – 26 July 1926) was a Haitian political figure. He served as president of Haiti from 12 August 1915 to 15 May 1922, during the U.S. military occupation that had begun on 27 July 1915. U.S. Admiral William B. Caperton was the commander of the American occupation troops in Haiti after the assassination of President Jean Vilbrun Guillaume Sam. Civil order in Haiti had completely broken down and Caperton was ordered by Washington DC to find a suitable candidate for the presidency. Two names emerged, Rosalvo Bobo, who was the leader of an ongoing rebellion against the Guillaume Sam government, and Dartiguenave, then president of the Haitian Senate. After interviewing both men Caperton formed the opinion that Bobo was mentally unstable and unfit for any office. He informed Washington of this and was told by assistant secretary of the Navy, Franklin D Roosevelt that "the election of Dartiguenave is preferred by the United States".. Darti ...

Protecting Power
A protecting power is a country that represents another sovereign state in a country where it lacks its own diplomatic representation. It is common for protecting powers to be appointed when two countries break off diplomatic relations with each other. The protecting power is responsible for looking after the protected power's diplomatic property and citizens in the hosting state. If diplomatic relations were broken by the outbreak of war, the protecting power will also inquire into the welfare of prisoners of war and look after the interests of civilians in enemy-occupied territory. The institution of protecting power dates back to the Franco-Prussian War of 1870 and was formalized in the Geneva Convention of 1929. Protecting powers are authorized in all four of the Geneva Conventions of 1949. In addition, the International Red Cross may itself be appointed a protecting power under Protocol I (1977). The practice of selecting a protecting power in time of peace was formaliz ...

Jean Vilbrun Guillaume Sam
Jean Vilbrun Guillaume Sam (4 March 1859 – 28 July 1915) was President of Haiti from 4 March to 27 July 1915, when he was assassinated. He was a cousin of Tirésias Simon Sam, Haiti's president from 1896 to 1902. Early life and education Career Sam was the commander of Haiti's Northern Division when he led the revolt which brought President Cincinnatus Leconte to power. He later headed the revolt which toppled President Oreste Zamor. On 25 February 1915 Sam was proclaimed president when his predecessor, Joseph Davilmar Théodore, was forced to resign, because he was unable to pay the militiamen, known as the " Cacos", who had helped him overthrow Zamor. As Haiti's fifth president in five turbulent years, Sam was forced to contend with a revolt against his own regime, led by Dr. Rosalvo Bobo, who opposed the government's expanded commercial and strategic ties with the United States. Fearing that he would share the same fate as his predecessors, Sam acted harshly against h ...

Oreste Zamor
Emmanuel Oreste Zamor (1861–1915) was a Haitian general and politician who served as the president of Haiti in 1914. Biography During the Haitian civil war of 1912, Oreste Zamor and his brother Charles, both generals, supported Caimito Ramírez and harbored his troops within their districts. In 1914, the two brothers entered the war, resulting in a "short and extremely chaotic" presidency for Oreste from February 8 to October 29 of that year. He was opposed in his bid for the presidency by General Davilmar Théodore, who refused to recognize his authority, and by U.S. businessmen who had financial interests in Haiti. The U.S. government sought American control of customs in Haiti and of the Môle-Saint-Nicolas from the Zamor government, which first demanded U.S. recognition of its legitimacy. The French and German governments opposed U.S. demands, and Secretary of State William Jennings Bryan submitted a modified proposal (the Farnham Plan, involving oversight of cust ...
