An ambassador is an official envoy, especially a high-ranking diplomat who represents a state and is usually accredited to another sovereign state or to an international organization as the resident representative of their own government or sovereign or appointed for a special and often temporary diplomatic assignment. The word is also used informally for people who are known, without national appointment, to represent certain professions, activities, and fields of endeavor, such as sales. An ambassador is the ranking government representative stationed in a foreign capital or country. A ''chargé d'affaires'' (), plural ''chargés d'affaires'', often shortened to ''chargé'' (French) and sometimes in colloquial English to ''charge-D'', is a diplomat who serves as an embassy's chief of mission in the absence of the ambassador. The term is French for "charged with business", meaning they are responsible for the duties of an ambassador. ''Chargé'' is masculine in gender; the feminine form is ''chargée d'affaires''. Philippe Sudré Dartiguenave (6 April 1863 – 26 July 1926) was a Haitian political figure. He served as president of Haiti from 12 August 1915 to 15 May 1922, during the U.S. military occupation that had begun on 27 July 1915. U.S. Admiral William B. Caperton was the commander of the American occupation troops in Haiti after the assassination of President Jean Vilbrun Guillaume Sam. Civil order in Haiti had completely broken down and Caperton was ordered by Washington DC to find a suitable candidate for the presidency. Two names emerged, Rosalvo Bobo, who was the leader of an ongoing rebellion against the Guillaume Sam government, and Dartiguenave, then president of the Haitian Senate. Protecting Power
A protecting power is a country that represents another sovereign state in a country where it lacks its own diplomatic representation. It is common for protecting powers to be appointed when two countries break off diplomatic relations with each other. The protecting power is responsible for looking after the protected power's diplomatic property and citizens in the hosting state. If diplomatic relations were broken by the outbreak of war, the protecting power will also inquire into the welfare of prisoners of war and look after the interests of civilians in enemy-occupied territory. The institution of protecting power dates back to the Franco-Prussian War of 1870 and was formalized in the Geneva Convention of 1929. Jean Vilbrun Guillaume Sam (4 March 1859 – 28 July 1915) was President of Haiti from 4 March to 27 July 1915, when he was assassinated. He was a cousin of Tirésias Simon Sam, Haiti's president from 1896 to 1902. Emmanuel Oreste Zamor (1861–1915) was a Haitian general and politician who served as the president of Haiti in 1914. Biography During the Haitian civil war of 1912, Oreste Zamor and his brother Charles, both generals, supported Caimito Ramírez and harbored his troops within their districts.
