The Economic Opportunity Act of 1964 () authorized the formation of local Community Action Agencies as part of the War on Poverty. These agencies are directly regulated by the federal government. Job Corps is a program administered by the United States Department of Labor that offers free education and vocational training to young men and women ages 16 to 24. Mission and purpose Job Corps' mission is to help young people ages 16 through 24 to improve the quality of their lives through vocational and academic training aimed at gainful employment and career pathways. Community Services Block Grant
The Community Services Block Grant (CSBG) provides federal funding for Community Action Agencies (CAAs) and other programs that seek to address poverty at the community level. Like other block grants, CSBG funds are allocated to the states and other jurisdictions (including tribes, the District of Columbia, the Commonwealth of Puerto Rico, and territories) through a formula, with less federal oversight and fewer federal requirements than categorical grants. AmeriCorps VISTA is a national service program designed to alleviate poverty. President John F. Kennedy originated the idea for VISTA, which was founded as Volunteers in Service to America in 1965, and incorporated into the AmeriCorps network of programs in 1993.
