Sabino Policarpo Arana Goiri (in Spanish), Sabin Polikarpo Arana Goiri (in Basque), or Arana ta Goiri'taŕ Sabin (self-styled) (26 January 1865 – 25 November 1903), was a Basque writer and the founder of the Basque Nationalist Party (PNV). Due to the complex political makeup of the Basque Country, the picture of existing political parties, their history and political positions is equally complex. The region is split between two states, Spain and France. The Basque Parliament (Basque: ''Eusko Legebiltzarra'', Spanish: ''Parlamento Vasco'') is the legislative body of the Basque Autonomous Community of Spain and the elected assembly to which the Basque Government is responsible.
