Executive Order 11490
Executive Order 11490, an executive order of October 28, 1969, calls for federal agencies to prepare plans for a state of emergency that would require "over-all civilian manpower mobilization programs" and related emergency measures. The order was conceived and signed by President Richard Nixon. Economist Howard Ruff said of the order that it gave the president sweeping authority, unbalancing the separation of powers in government, set in motion merely by the president claiming a national emergency. In the United States, an executive order is a directive by the president of the United States that manages operations of the federal government. The legal or constitutional basis for executive orders has multiple sources. Article Two of the United States Constitution gives presidents broad executive and enforcement authority to use their discretion to determine how to enforce the law or to otherwise manage the resources and staff of the executive branch. State Of Emergency
A state of emergency is a situation in which a government is empowered to be able to put through policies that it would normally not be permitted to do, for the safety and protection of its citizens. A government can declare such a state during a natural disaster, civil unrest, armed conflict, medical pandemic or epidemic or other biosecurity risk. ''Justitium'' is its equivalent in Roman law—a concept in which the Roman Senate could put forward a final decree (''senatus consultum ultimum'') that was not subject to dispute yet helped save lives in times of strife. Richard Nixon
Richard Milhous Nixon (January 9, 1913April 22, 1994) was the 37th president of the United States, serving from 1969 to 1974. A member of the Republican Party, he previously served as a representative and senator from California and was the 36th vice president from 1953 to 1961 under President Dwight D. Eisenhower. Howard Ruff
Howard Joseph Ruff (December 27, 1930 – November 12, 2016) was a financial adviser and writer of the pro- hard money investing newsletter ''The Ruff Times''. Ruff was the author of ''Famine and Survival in America'' (1974), ''How to Prosper During the Coming Bad Years'' (1979), ''Survive and Win in the Inflationary Eighties'' (1981), ''Making Money'' (1984), and other books. He updated and re-released his most successful book, re-titling it ''How to Prosper During the Coming Bad Years in the 21st Century'' (2008). Separation of powers is a political doctrine originating in the writings of Charles de Secondat, Baron de Montesquieu in ''The Spirit of the Laws'', in which he argued for a constitutional government with three separate branches, each of which would have defined abilities to check the powers of the others. The National Defense Resources Preparedness executive order ( Executive Order 13603) is an order of the President of the United States, signed by President Barack Obama on March 16, 2012.
