Evika Siliņa
Evika Siliņa (born 3 August 1975) is a Latvian lawyer and politician who has been serving as the prime minister of Latvia since 15 September 2023. From 2022 to 2023, she served as in the second cabinet of prime minister Krišjānis Kariņš. She is a member of the Unity political party, and the second female head of government of Latvia. Early life Siliņa was born in Riga on 3 August 1975. She studied at the University of Latvia from 1993 to 1997, where she obtained a bachelor's degree in law and at the Riga Graduate School of Law for a master's degree in social sciences, international law, and European law. From 2003 to 2012, Siliņa worked as a lawyer specializing in international and domestic business law. Her clients included firms in telecommunications and IT as well as government bodies. Edgars Rinkēvičs (born 21 September 1973 in Jūrmala) is a Latvian public official and politician, currently serving as the Minister of Foreign Affairs of Latvia, a role he has held since 2011. Before beginning in this role, he served as head of the Chancery of the President of Latvia, as State Secretary of the Ministry of Defence, as well as a deputy of the Saeima. Having previously represented Latvian Way and the Reform Party, he has been a member of the Unity party since May 2014. Synthetic cannabinoids are a class of designer drug molecules that bind to the same receptors to which cannabinoids (THC, CBD and many others) in cannabis plants attach. The Union of Greens and Farmers ( lv, Zaļo un Zemnieku savienība, ZZS) is an agrarian political alliance in Latvia. The United List ( lv, Apvienotais saraksts; AS) is a centrist and regionalist political alliance in Latvia established to contest the 2022 parliamentary election. The list consists of the Latvian Green Party, the Latvian Association of Regions, the Liepāja Party, as well as the "United List of Latvia" () association led by Liepāja construction contractor Uldis Pīlēns. The National Alliance ( lv, Nacionālā apvienība, NA), officially the National Alliance "All for Latvia!" – "For Fatherland and Freedom/LNNK" (), is a national-conservative and right-wing populist political party in Latvia. A reservation in international law is a caveat to a state's acceptance of a treaty. A reservation is defined by the 1969 Vienna Convention on the Law of Treaties (VCLT) as: a unilateral statement, however phrased or named, made by a State, when signing, ratifying, accepting, approving or acceding to a treaty, whereby it purports to exclude or to modify the legal effect of certain provisions of the treaty in their application to that State. (''Article 2 (1)(d))'' In effect, a reservation allows the state to be a party to the treaty, while excluding the legal effect of that specific provision in the treaty to which it objects. Parliamentary elections were held in Latvia on 1 October 2022, following the end of the term of the 13th Saeima elected in 2018. Electoral system The 100 members of the Saeima are elected by open list, proportional representation from five multi-member constituencies ranging in size from 12 to 36 seats and based on the regions of Latvia, with overseas votes included in the Riga constituency.
