Even Start Program
The Even Start Program is a federally funded program in the United States that gives families access to training and support to create a literate home environment and enhance the academic achievement of their children. The program was first authorized in 1988, and administration was moved to individual states in 1992. The program aims to: *Help children to reach their full potential as learners (early childhood education) *Provide literacy training for parents (adult education) *Help parents to become full partners in education of their children (parenting education) In May 2009, President Barack Obama proposed eliminating the program. As of June 2010, the program is still funded. Early childhood education The components of early childhood are for children that are at least 6 weeks to 3 years of age. Early childhood education in the United States relates to the teaching of children (formally and informally) from birth up to the age of eight. The education services are delivered via preschools and kindergartens. Early childhood education policy During World War II and the industrial revolution the United States implemented a large, well-funded childcare system in order to help mothers join the workforce to support the war effort. The system supported families of all incomes, and the government paid approximately two-thirds of the costs, with parents covering the rest (at a rate of about $9 or $10 a day in today's dollars).
