Evanston Reparations Committee
The Evanston Reparations Committee was established by the City Council of Evanston, Illinois in 2019 as the first publicly funded reparation program for Black Americans. The first program approved for using the funds, cash payments for housing support, was passed by the city in March 2021. Passage On November 25, 2019, the City Council voted 8–1 to commit the first ten million dollars over the next ten years of the city's Municipal Cannabis Retailers’ Occupation Tax (3% on gross sales of cannabis) to fund a local reparations program with the intention to focus on housing and the wealth gap for Black residents suffered from redlining in Evanston. The first program to spend money out of fund was approved, with another 8–1 vote, on March 22, 2021, was the "Local Reparations Restorative Housing Program" targeted for housing and economic development programs for Black Evanston residents and build the wealth of Black residents. Redlining
In the United States, redlining is a discriminatory practice in which services (financial and otherwise) are withheld from potential customers who reside in neighborhoods classified as "hazardous" to investment; these neighborhoods have significant numbers of racial and ethnic minorities, and low-income residents. While the most well-known examples involve denial of credit and insurance, also sometimes attributed to redlining in many instances are: denial of healthcare and the development of food deserts in minority neighborhoods. In the case of retail businesses like supermarkets, the purposeful construction of stores impractically far away from targeted residents results in a redlining effect. Reverse redlining occurred when a lender or insurer targeted majority-minority neighborhood residents with inflated interest rates by taking advantage of the lack of lending competition relative to non-redlined neighborhoods. The National Coalition of Blacks for Reparations in America (N'COBRA) is an organization that advocates for financial compensation for the descendants of former slaves in the United States. History The National Coalition of Blacks for Reparations in America was founded September 26, 1987, for the purpose of spreading information and supporting the long-term goal of gaining reparations for slavery in the United States. Founders of N’COBRA were Imari Obadele and Chokwe Lumumba; other founders included the National Conference of Black Lawyers, the New Afrikan Peoples Organization, and the Republic of New Afrika. National African American Reparations Commission
The Movement for Black Lives (M4BL) is a coalition of more than 50 groups representing the interests of black communities across the United States. Members include the Black Lives Matter Network, the National Conference of Black Lawyers, and the Ella Baker Center for Human Rights. They are endorsed by groups such as Color of Change, Race Forward, Brooklyn Movement Center, PolicyLink, Million Women March Cleveland, and ONE DC, and the coalition receives communications and tactical support from an organization named Blackbird. On July 24, 2015 the movement first convened at Cleveland State University where between 1,500 and 2,000 activists gathered to participate in open discussions and demonstrations. Robin Rue Simmons
Robin Rue Simmons (born March 12, 1976) is an American former politician and national leader for local reparations for African Americans. Rue Simmons was born and raised in the largely segregated 5th Ward of Evanston, Illinois. From 2017 to 2021, Rue Simmons served as the alderman of the 5th Ward. As alderman, she led the passage of the United States' first government-funded reparations legislation. The local reparations initiative is being funded by the first $10 million of adult-use cannabis sales tax revenue collected by the City of Evanston. California Reparations Task Force
The California Reparations Task Force is a non-regulatory state agency in California established by California Assembly Bill 3121 in 2020 to study and develop reparation proposals for African Americans, especially those who are descendants of persons enslaved in the United States. It was the country's first statewide reparations task committee and was created to study methods to resolve systemic racism against African Americans resulting from slavery's enduring legacy. The task force was designed to recommend ways to educate the California public of the task force's findings and to propose remedies.
