Evan Spicer
Sir Evan Spicer (20 April 1849 – 22 December 1937) was a British Liberal and London Progressive politician who served for 30 years on the London County Council. Background Spicer was the son of James Spicer. He was educated at Mill Hill School. In 1873 he married Annie Whitley. They had four sons and two daughters. The title of Knight Bachelor is the basic rank granted to a man who has been knighted by the monarch but not inducted as a member of one of the organised orders of chivalry; it is a part of the British honours system. Ralph Lingen, 1st Baron Lingen
Ralph Robert Wheeler Lingen, 1st Baron Lingen (19 December 1819 – 22 July 1905) was an English civil servant. Background and education Lingen was born in Birmingham, where his father was in business. He was the grandson of Ralph Lingen, Fellow of Wadham College, Oxford, and was a descendant of Elisabeth de Burgh (d. 1522). Lingen was first educated at Bridgnorth Grammar School and then became a scholar of Trinity College, Oxford, in 1837. He won the Ireland (1838) and Hertford (1839) scholarships; and after taking a first-class in '' Literae Humaniores'' (1840), Was elected a fellow of Balliol (1841). He subsequently won the Chancellor's Latin Essay (1843) and the Eldon Law Scholarship (1846). 1913 London County Council Election
An election to the London County Council, County Council of London took place on 5 March 1913. It was the ninth triennial election of the whole Council. The size of the council was 118 councillors and 19 aldermen. The councillors were elected for electoral divisions corresponding to the parliamentary constituencies that had been created by the Representation of the People Act 1884. There were 57 dual member constituencies and one four member constituency. The council was elected by First Past the Post with each elector having two votes in the dual member seats. Unlike for parliamentary elections, women qualified as electors for these elections on exactly the same basis as men. Women were also permitted to stand as candidates for election. James Daniel Gilbert
James Daniel Gilbert (5 February 1864 – 26 September 1941) was a British Liberal politician, banker and City merchant. He was born and brought up in West Newington, a part of London around what is now the Elephant and Castle and was educated privately.''Who was Who'' London County Council Involved in Liberal politics from the 1880s, Gilbert started his political career on the London County Council (LCC). In 1898 he was elected Progressive Party member for his home area of West Newington.
