Roy Harris Jenkins, Baron Jenkins of Hillhead, (11 November 1920 – 5 January 2003) was a British politician who served as President of the European Commission from 1977 to 1981. At various times a Member of Parliament (MP) for the Labour Party, Social Democratic Party (SDP) and the Liberal Democrats, he was Chancellor of the Exchequer and Home Secretary under the Wilson and Callaghan Governments. The son of Arthur Jenkins, a coal-miner and Labour MP, Jenkins was educated at the University of Oxford and served as an intelligence officer during the Second World War. Initially elected as MP for Southwark Central in 1948, he moved to become MP for Birmingham Stechford in 1950. The Common Foreign and Security Policy (CFSP) is the organised, agreed foreign policy of the European Union (EU) for mainly security and defence diplomacy and actions. CFSP deals only with a specific part of the EU's external relations, which domains include mainly Trade and Commercial Policy and other areas such as funding to third countries, etc. Decisions require unanimity among member states in the Council of the European Union, but once agreed, certain aspects can be further decided by qualified majority voting. The Phare programme is one of the three pre-accession instruments financed by the European Union to assist the applicant countries of Central and Eastern Europe in their preparations for joining the European Union. Originally created in 1989 as the Poland and Hungary: Assistance for Restructuring their Economies (PHARE) programme, Phare expanded from Poland and Hungary to cover ten countries.
