European Parliamentary Technology Assessment
The European Parliamentary Technology Assessment (EPTA) is a network of technology assessment (TA) institutions specialising in advising parliamentary bodies in Europe. Objectives The EPTA partners advise parliaments on the possible social, economic and environmental impact of new sciences and technologies. The common aim is to provide impartial and high quality analysis and reports of developments in issues such as for example bioethics and biotechnology, public health, environment and energy, ICTs, and R&D policy. Such work is seen as an aid to the democratic control of scientific and technological innovations, and was pioneered in the 1970s by the Office of Technology Assessment (OTA) of the US Congress. STOA
A stoa (; plural, stoas,"stoa", ''Oxford English Dictionary'', 2nd Ed., 1989 stoai, or stoae ), in ancient Greek architecture, is a covered walkway or portico, commonly for public use. Early stoas were open at the entrance with columns, usually of the Doric order, lining the side of the building; they created a safe, enveloping, protective atmosphere. Later examples were built as two stories, and incorporated inner colonnades usually in the Ionic style, where shops or sometimes offices were located. These buildings were open to the public; merchants could sell their goods, artists could display their artwork, and religious gatherings could take place. Stoas usually surrounded the marketplaces or agora of large cities and were used as a framing device. Other examples were designed to create safe, protective atmospheres which combined useful inside and outside space. The name of the Stoic school of philosophy derives from "stoa". The 'Panel for the Future of Science and Technology'' (STOA) is a committee of members of the European Parliament devoted to all issues related to science and technology assessment. Role STOA is an official organ of the European Parliament, responsible for technology assessment and is active since 1987. Its task is to carry out expert, independent assessments of the impact of new technologies and identify long-term, strategic policy options useful to the Parliament's committees in their policy-making role. The Institute of Technology Assessment (ITA) (German: Institut für Technikfolgen-Abschätzung) is a research unit of the Austrian Academy of Sciences in Vienna. The ITA is the only institution in Austria that is entirely devoted to technology assessment (TA). Together with its partner Austrian Institute of Technology, it advises the Austrian Parliament. Technology assessment (TA, German: , French: ) is a scientific, interactive, and communicative process that aims to contribute to the formation of public and political opinion on societal aspects of science and technology. This is a means of assessing and rating the new technology from the time when it was first developed to the time when it is potentially accepted by the public and authorities for further use. The European Parliament (EP) is one of the legislative bodies of the European Union and one of its seven institutions. Together with the Council of the European Union (known as the Council and informally as the Council of Ministers), it adopts European legislation, following a proposal by the European Commission.
