The European Parliament (EP) is one of the legislative bodies of the European Union and one of its seven institutions. Telšiai (; Samogitian: ''Telšē'') is a city in Lithuania with about 21,499 inhabitants. It is the capital of Telšiai County and Samogitia region, and it is located on the shores of Lake Mastis. Telšiai is one of the oldest cities in Lithuania, probably dating earlier than the 14th century. Between the 15th and 20th centuries, Telšiai became a district capital and between 1795 and 1802 it was included in the Vilnius Governorate. In 1873, Telšiai was transferred to the Kovno Governorate. Algirdas Mykolas Brazauskas (, 1932 – 2010) was the first President (fourth overall) of a newly re-independent post-Soviet Lithuania from 1993 to 1998 and Prime Minister from 2001 to 2006. The Act of the Re-Establishment of the State of Lithuania or Act of March 11 ( lt, Aktas dėl Lietuvos nepriklausomos valstybės atstatymo) was an independence declaration by Lithuania adopted on March 11, 1990, signed by all members of the Supreme Council of the Republic of Lithuania led by Sąjūdis. The act emphasized restoration and legal continuity of the interwar-period Lithuania, which was occupied by the Soviet Union and lost independence in June 1940. It was the first Soviet republic of the 15 Soviet republics to declare independence from the Soviet Union. The other 14 Soviet republics would later declare their independence.
